Speaking to direct at the National Conference to study, study, thoroughly grasp and implement the Resolution of the second Conference of the 14th Party Central Committee on April 13, 2026, General Secretary and President To Lam emphasized the requirement to place energy in the overall national development strategy.
This view affirms the fundamental role of energy in the process of industrialization and modernization of the country; and at the same time sets out the requirement to develop the energy system towards self-reliance and sustainability. In that context, key enterprises such as Vietnam National Petroleum Group (Petrolimex) play an important role in ensuring supply and market stability.

Energy planning associated with overall development
Accordingly, the overall plan must reflect integrated, multi-objective and long-term thinking; towards forming a reasonable development structure, efficient use of resources, balanced spatial allocation, strengthening regional linkages and expanding growth potential in the future.
Each sector and local planning needs to be placed in the overall national structure, associated with the vision of "East - West", "South-North axis liền dải". This is the orientation of organizing development space in the direction of taking the East as the driving force to open up the ocean, spreading development power into the western region; and at the same time forming the North - South axis as the "backbone" of the economy.
On that basis, development decisions need to be considered in organic relation to infrastructure, energy, population, labor, environment, food security and long-term development requirements. Planning must not become a point of conflict of interest or create "loopholes" in development.
In particular, energy planning needs to be placed at the center of the overall plan. Because, if there is a lack of sufficient, stable, and sustainable energy sources with reasonable costs and efficient allocation, it will not be possible to achieve the goal of industrialization and modernization, as well as maintain high growth in the long term. Energy must be viewed in relation to industry, urban areas, logistics, digital infrastructure and green transformation, and at the same time associated with the requirement to ensure national security and the autonomy of the economy.
Promoting the role of key enterprises in the national energy system
In Vietnam, key energy production and trading enterprises such as Vietnam National Petroleum Group (Petrolimex), Vietnam National Group of Industry and Energy (Petrovietnam) and member units such as: Vietnam Oil Corporation (PVOIL), Vietnam Refining and Petrochemical Corporation (BSR) - manage and operate Dung Quat Oil Refinery - a national key project, Nghi Son Refinery and Petrochemical Company with Nghi Son Oil Refinery have been and are playing a key role in the national energy system, ensuring energy security and self-reliance of the economy.
Located in the structure of the national energy system, Petrolimex is one of the important pillars, contributing to maintaining the "energy flow" of the economy in a continuous, stable and safe manner.
Currently, Petrolimex accounts for nearly 50% of the domestic gasoline and oil market share, playing a leading role in the market for many years. The Group has a retail network with more than 5,000 stores nationwide, of which more than 2,800 stores are owned by the Group, ensuring supply for production and consumption, and making an important contribution to market stabilization and ensuring energy security.
In addition to the retail system, Petrolimex owns a tank system with a total capacity of up to more than 2.2 million m3; a modern pipeline system with a total length of up to 600 km; an oil tanker fleet with a total tonnage of more than 500,000 DWT; a tanker fleet of up to nearly 1,000 vehicles. The links in the system are all invested methodically and modernly, connected into a complete energy supply chain.

Thanks to synchronous infrastructure, Petrolimex is always proactive in ensuring gasoline and oil supply and flexible regulation between regions, effectively responding to domestic and international market fluctuations. In periods when the market faces difficulties, the Group still maintains stable supply operations, contributing to preventing widespread disruptions - a key factor in ensuring national energy security.
Notably, Petrolimex's distribution system is not only concentrated in economic centers but also extends to remote, isolated, and border areas - areas with difficult business conditions but with special significance for social security and national defense.
Not only contributing to the economy, Petrolimex is regularly in the Top 10 largest budget-paying enterprises in Vietnam, and always actively implements social responsibility through large-scale social security programs.
In the context of energy transition and the requirements of sustainable development, Petrolimex is gradually restructuring towards modernity, greenness and efficiency. The Group has deployed biofuel business, researched clean energy products, and promoted digital transformation in management and operation.
These steps are consistent with the orientation of energy development associated with green transformation and improving the economy's resilience.
From maintaining supply, stabilizing the market to investing in infrastructure and adapting to the energy transition trend, Petrolimex is making an important contribution to building a self-reliant, safe and sustainable energy system for Vietnam in the long term.
