Linking the role of a party organization with banking operations
As a state-owned commercial bank playing a key role in the agricultural and rural credit market, Agribank is not only a pioneer in implementing financial policies to serve the development of the "third party", but also attaches special importance to the leadership role of the party organization in the entire system.
The Agribank Party Committee with nearly 2,300 grassroots party organizations and more than 24,500 party members always maintains its core political role, ensuring comprehensive and consistent leadership in implementing political tasks, contributing to spreading the spirit of serving people, especially in rural areas.
During the 2020-2025 term, the Agribank Party Committee has closely followed the direction of the Central Government and Party committees at all levels, effectively implemented thematic resolutions associated with professional tasks, and affirmed its leadership role in each banking activity.
One of the highlights throughout the term is the Agribank Party Committee's focus on innovating leadership methods, closely combining political and ideological work with bank modernization. Many digital transformation programs, administrative procedure reform and agricultural financial product development have been implemented in conjunction with the direction of the Party Committee, clearly demonstrating the spirit of proactiveness, adaptation and daring to take responsibility.
With about 65% of outstanding loans invested in the agricultural and rural sectors - the highest in the credit institution system - Agribank has affirmed its mark as the leading bank in implementing the Party's Resolution on "third agricultural sector", effectively implementing policy credit programs, national target programs on building new rural areas, sustainable poverty reduction and socio-economic development in ethnic minority and mountainous areas.
Agribank is currently the main bank lending the Project of 1 million hectares of high-quality and low-emission rice in the Mekong Delta, the first bank to implement preferential credit for the forestry and fishery sector with a scale of VND20,000 billion. At the same time, Agribank is a pioneer in implementing the National Comprehensive Financial Strategy, bringing financial services to remote areas, contributing to pushing back black credit. Key credit programs such as 9 credit packages with a scale of over 350,000 billion VND, supporting small and medium enterprises, young people to buy social housing, or interest rate incentives lower than 13% have been flexibly implemented, right subjects, clearly demonstrating the organizational capacity of the entire system.
In addition, the bank is also taking the lead in implementing the National Strategy on Green Growth, promoting green credit, ESG and towards "Net Zero" by 2050. With the "Agribank - For a Green Future" program, the bank plants more than 1 million trees per year and participates in supporting carbon credit transactions worth more than 51 million USD in Vietnam. In social security work, Agribank continues to affirm its identity as a "Bank for the Community" by spending VND2,650 billion on education, health programs, poverty reduction, gratitude, and companionship for the homeland's sea and islands.
The results achieved in directing and organizing the implementation of political and professional tasks at Agribank are not only demonstrated at the central level, but are also concretized at each branch and each grassroots party organization. From the strategic and consistent orientation of the Agribank Party Committee, many affiliated units have proactively innovated leadership thinking, closely following local realities, gradually building a Party organization associated with banking activities, effectively and flexibly.
Strong Party cell, effective banking operations
From strategic orientations implemented synchronously throughout the system, many grassroots party organizations at Agribank have proactively concretized them with solutions close to local reality. Agribank Nam Thai Nguyen Branch is one of the typical units for this approach.
As a Party organization in a state-owned commercial bank operating in a large area, serving mainly the agricultural, farmer and rural areas, the Agribank Nam Thai Nguyen Branch Party Committee always maintains its core political role, ensuring comprehensive leadership in all activities of the unit. Thanks to that, the unit has not only completely completed its political tasks, but also achieved many outstanding results in business activities, firmly consolidating its role as a core credit institution in the area.
As of May 31, 2025, the total capital at Agribank Nam Thai Nguyen Branch reached VND 12,265 billion, an increase of VND 6,051 billion compared to the beginning of the term, equivalent to an increase of 197%. The annual plan completion rate reached 56%, reflecting the growing confidence of people and businesses in a state-owned commercial bank that plays a pivotal role in the "third-largest" sector.
Total outstanding loans reached VND 11,454 billion, an increase of VND 7,004 billion compared to the beginning of the term, equivalent to a growth rate of 257% and 100% of the 2025 plan has been completed. In the context of many economic challenges, this is an outstanding result, demonstrating the ability to expand credit along with strict risk control. Not only growing in scale, the branch focuses on credit quality, ensuring system safety and accompanying customers effectively.
The bad debt ratio remains at a safe level. Up to now, the branch's bad debt is only at 0.23% of total outstanding debt - significantly lower than the plan assigned by Agribank of 0.5%, at one point reduced to 0.14%. Bad debt handling work has been implemented synchronously and effectively; the indicators of debt collection have been handled for risks, financial collection, and service collection have all been completed and exceeded the plan.
According to Comrade Nguyen Huu Vu - Deputy Secretary of the Party Committee, Deputy Director of Agribank Nam Thai Nguyen Branch: "During this term, the Party Committee has associated Party building work with professional tasks, promoting the political role of the Party organization in leading business development. We always consider Party work as the foundation. Only when the Party is strong will the unit have enough internal strength to stand firm in the face of all fluctuations".
Right from the beginning of the term, the Party Committee issued an action program to concretize the resolutions of the Central Committee, the Agribank Party Committee and the Thai Nguyen Provincial Party Committee. The study of resolutions does not stop at the form but is organized flexibly, associated with the specific nature of work at the unit. The subordinate Party cells organize regular activities, close to the quarterly production and business situation. Many Party cells maintain thematic living models such as "good Party cell 4", "exemplary Party cell, close to the people, close to work".
The Party Committee also focuses on implementing digital transformation learning content, notably the artificial intelligence (AI) training program. At the Branch alone, 57 staff have registered for a basic AI class organized by the Department of Science and Technology of Thai Nguyen province. The application of new technology in operations has helped increase customer service efficiency and improve risk management capacity.
New thinking for the new period
Agribank Nam Thai Nguyen currently has 5 subordinate Party cells with a total of 115 Party members. In the context of a large area and localities strongly transforming the development model, the Party Committee identifies improving the quality of Party cell activities as a key solution to maintain unity in directing and promoting the role of each grassroots Party organization.
At Phu Binh Branch, Party cell activities are maintained in a disciplined manner, associated with specific professional topics, thereby promoting the proactive and creative spirit in each cadre and Party member. Comrade Nguyen Tran Diep - Party Cell Secretary, Deputy Director of the Branch - said: "We link the Party Committee's resolution with each specific task such as accessing policy credit, promoting digital transformation, supporting farmers to access capital. Each Party member is in charge of a department, from credit to communication, risk control".
Along with innovating the content of activities, Phu Binh Party Cell focuses especially on inspection, supervision and team training.
Comrade Nguyen Van Ung - Member of the Party Cell Executive Committee, Deputy Director, Chairman of the Agribank Member Union, Phu Binh Nam Thai Nguyen District Branch, is one of the typical advanced individuals of Agribank - shared: "We identify each cadre and party member as not only doing a good job in professional work, but also being an inspiration and motivation for the collective. Everyone must proactively stay in the area, understand the needs of the people to promptly support capital, especially for farmers".
It is the close and persistent approach of banking officials such as Comrade Nguyen Van Ung that has contributed to creating a team with both professional capacity and strong political will - the foundation for sustainable development at the unit.
Entering the final year of the term, the Agribank Nam Thai Nguyen Branch Party Committee continues to synchronously deploy key tasks, while proactively adapting to major changes in the organization of the administrative apparatus in the area.
The branch has improved the personnel of the Party Committee and organized the apparatus, while ensuring uninterrupted professional activities throughout the transition process.
