On the evening of October 18, the opening ceremony of Song Festival 2025: "One touch - One thousand beliefs" organized by Tien Phong Newspaper in collaboration with Vietnam National Payment Joint Stock Company (NAPAS) under the direction of the State Bank of Vietnam took place at the Hanoi University of Science and Technology Stadium.
Attending the opening ceremony were comrades: Ho Duc Phoc - Member of the Party Central Committee, Deputy Prime Minister; Bui Quang Huy - Alternate Member of the Party Central Committee, Vice Chairman of the Central Committee of the Vietnam Fatherland Front, First Secretary of the Central Committee of the Ho Chi Minh Communist Youth Union; Mr. Pham Tien Dung - Deputy Governor of the State Bank of Vietnam; Mr. Nguyen Duc Chi - Deputy Minister of Finance; Mr. Truong Viet Dung - Vice Chairman of the Hanoi People's Committee.
Speaking at the opening ceremony, Deputy Prime Minister Ho Duc Phoc affirmed: "The event took place right at the time of summarizing the 5-year project to develop non-cash payments, contributing to the implementation of the Government's national comprehensive financial policies and strategies to 2025 and vision to 2030. Accordingly, strive for the goal of 80% of adults having non-cash transaction accounts at banks, growth of 20-25%".
The Deputy Prime Minister emphasized that cashless payments are an inevitable and irreversible trend. This is a practical activity to implement Resolution No. 57-NQ/TW on science and technology development and Resolution No. 68-NQ/TW on private economic development.

The Deputy Prime Minister also suggested that the banking and financial sectors focus on strengthening and investing in technology infrastructure and digital infrastructure and quickly popularizing non-cash payment points nationwide in the business and trading sectors.
Second, strengthen security and confidentiality measures to ensure maximum benefits and interests of customers using cashless payment technology.
Third, expand and enhance international connectivity and integration.
Fourth, promote training and development of digital human resources.
Fifth, strengthen propaganda, dissemination, and dissemination of modern payment knowledge and skills.
Sharing at the opening ceremony, Mr. Pham Tien Dung - Deputy Governor of the State Bank of Vietnam pointed out: "In recent years, the rate of non-cash payments has grown strongly, contributing to transparency of transactions, promoting digital economic growth. There are many important tasks ahead, the banking industry coordinates with the finance industry to continue to promote the achieved results, overcome all challenges, and contribute more to national digital transformation".

On behalf of the banking and financial sectors, Mr. Pham Tien Dung received 5 instructions from the Deputy Prime Minister to implement for the entire banking sector. In particular, special attention is paid to widely deploying non-cash payment methods in all aspects, paying attention to the legitimate rights and interests of users.
The "Touching Vietnam" music night will gather a group of famous artists such as rapper DenVau, Anh Tu, Double2T, Ngo Lan Huong, Ha Myo and will take place on the evening of October 19 at the Hanoi University of Science and Technology Stadium, promising to bring an explosive music space, where the audience can "touch" Vietnamese emotions through each sound, melody and lively performance.
