According to the report of Hai Phong City People's Committee, in the first 8 months of 2025, the city's socio-economic situation achieved many positive results. Economic indicators mainly maintained a good growth momentum compared to the same period. The attraction of investment and development of enterprises and other socio-economic development contents also achieved positive results; social security work was fully, promptly and to the right subjects; the material and spiritual life of the people was increasingly improved.
Regarding the implementation of infrastructure investment, the city has focused on implementing key projects and important transport projects in the area; speeding up the completion of projects under construction, meeting the disbursement schedule.
Regarding social housing construction, the city currently has 26 projects with a scale of 28,820 units that have an investment policy or investors are completing procedures to start construction. Regarding public investment disbursement, as of August 31, Hai Phong has disbursed VND 21,773.9 billion. Of which, the disbursement of the capital plan last year was allowed to be extended to VND24.507 billion, reaching 42.1%; the disbursement of the capital plan for 2025 was VND21,749.4 billion, reaching 60.6% of the capital plan assigned by the Prime Minister and reaching 55.3% of the capital plan assigned by the city, higher than the same period last year...

Concluding the meeting, Deputy Prime Minister Ho Duc Phoc acknowledged the city's recommendations and proposals to the Government and central ministries and branches. The Deputy Prime Minister requested ministries and branches, according to their assigned functions and tasks, to completely resolve recommendations to remove difficulties and obstacles for Hai Phong. At the same time, give opinions on proposals and recommendations under the authority of the Government and the Prime Minister.
Emphasizing, "Hai Phong shoulders a great responsibility", the Deputy Prime Minister suggested that with its new stature, the new Hai Phong city should carefully refer to international experience, apply it in accordance with reality and local characteristics in planning Hai Phong (new); build a free economic zone; select strategic investors with high technology associated with the transfer of science and technology, ensuring rapid, strong and sustainable development.
Deputy Prime Minister Ho Duc Phoc also suggested the development pillars in the coming time of Hai Phong, such as: Seaport industry and inland waterway logistics; promoting the development of processing, manufacturing, renewable energy, high-tech agriculture, marine economy; developing services, trade, tourism; high-tech development, digital transformation, innovation, etc.
Regarding the construction of a two-level local government, the Deputy Prime Minister suggested that Hai Phong pay attention to promoting the application of information technology and digital transformation to improve the efficiency and quality of management and operation to meet the requirements of the set tasks.
