Shopee postpones the application of new fees for sellers

The National Competition Commission (Ministry of Industry and Trade) requests Shopee not to apply new fees to platform-based sellers.

In May 2026, the National Competition Commission recorded many reflections and information related to the fact that some e-commerce platforms adjusted old fees and/or applied new fee policies, which may affect the general operating costs of platform vendors, thereby indirectly affecting selling prices for consumers as well as the competitive environment in the e-commerce sector.

Performing the function of state management of competition and protection of consumer rights, in the past time, the National Competition Committee has organized working sessions with a number of sellers on the Shopee and TikTok Shop platforms to learn about and record the inadequacies and difficulties of sellers when facing the adjustment of fixed fees, transaction processing fees as well as new service fees that Shopee and TikTok Shop have or are expected to apply in May 2026.

At the same time, the National Competition Committee has sent a document requesting to provide information, documents and organize working sessions with representatives of a number of retail intermediary digital platforms, including the e-commerce platform Shopee, to clarify the basis for construction, reasons for adjustment, methods of application as well as the impact of new fee policies on sellers and the competitive environment.

In which, the National Competition Committee especially noted that Shopee is expected to apply a new type of fee through the Program to Maintain Display from Automatic Payment Deducted from Order Revenue, expected to be implemented from May 29, 2026.

The Display Maintenance program that Shopee plans to apply operates according to an automatic mechanism to extract a certain percentage from the successful order revenue of the seller to load into the display service account on the platform to maintain product promotion and display activities.

The standard display maintenance level is applied at 1% of successful order revenue (excluding VAT), and the seller can set a flexible level from 1% to 50% according to demand. This amount is deducted directly before revenue is transferred to the Seller's account.

Through the process of working and reviewing information, the National Competition Commission has requested Shopee to review the application basis and possible impacts of the above program on the platform's sales community.

On May 27, 2026, Shopee Co., Ltd. sent a report to the National Competition Commission on the results of the review and proactively proposed to postpone the implementation of the new fee policy through the Display Maintenance Program, and also said that it would send an official notice to the seller on May 28, 2026.

Regarding the adjustment of fees currently applied by retail digital platforms to sellers, including fixed fees, transaction processing fees, infrastructure fees and other service fees, the National Competition Commission will continue to strengthen the monitoring and supervision of the development, adjustment and application of fee policies in the market; and at the same time request Shopee, TikTok Shop and related businesses to continue to provide complete information, documents and explanations about the basis for construction, adjustment basis, application method, fee collection mechanism as well as the rationality, transparency and impact of these fee policies on the business activities of sellers, ensuring a competitive environment and consumer rights.

The National Competition Committee proposed that digital retail intermediary platforms, when adjusting fee policies, must ensure transparency and rationality, not create unreasonable burdens for sellers, and not distort competition or negatively affect consumers.
