People's consensus is a solid foundation
Not only is Khanh Hoa province the locality directly implementing the project, it is also assigned the leading responsibility in applying clean energy technology.
Mr. Tran Quoc Nam - Chairman of Khanh Hoa Provincial People's Committee - affirmed that the locality is committed to accompanying and creating all favorable conditions for investors and construction units, through special support policies such as simplifying administrative procedures, closely coordinating with central ministries and branches to speed up progress, putting the project into operation in 2030 - 2031.
Khanh Hoa province has developed a plan and clearly assigned responsibilities to each department and branch. Compensation, resettlement and social security are given top priority so that people can feel secure and ready to accompany.
"People are not only the beneficiaries of socio-economic benefits from the project but also directly participate in monitoring, giving comments and accompanying the government. Solidarity between the State and the people is the foundation for successfully implementing the Nuclear Power Project, contributing to sustainable development and ensuring national energy security" - the leader of Khanh Hoa province emphasized.
At the end of July 2025, during a visit to the Ninh Thuan Nuclear Power Project, Central Party Committee member and Deputy Prime Minister Bui Thanh Son highly appreciated the efforts of the Khanh Hoa Provincial People's Committee in proactively carrying out assigned tasks and completing many industrial items.
The Deputy Prime Minister said that he was very happy when the people were excited and supported the project implementation.
Compensation policy, maximum support for people's rights
On February 19, 2025, the 15th National Assembly passed Resolution No. 189/2025/QH15 on a number of special mechanisms and policies to invest in the construction of the Ninh Thuan Nuclear Power Project. In particular, compensation, support and resettlement policies when reclaiming land are applied at the highest level, ensuring maximum benefits for the people.
The compensation level is multiplied by a coefficient of 1.5 times according to current regulations; people without a Land Use Rights Certificate are still supported like those with a Certificate; allowing the implementation of compensation, support, and resettlement work in parallel with adjusting related investment projects. The authorities are also continuing to review and propose additional flexible mechanisms to ensure fairness, transparency and timely removal of difficulties in the project implementation process.
Khanh Hoa province has a specific resettlement area planning plan for the two Ninh Thuan 1 and 2 nuclear power projects, ensuring stable lives for people in the relocation area.
For the Ninh Thuan 1 Nuclear Power Project, the resettlement area is located in Phuoc Dinh commune, with a total area of 76 hectares. In addition to housing items, there are cemeteries, medical stations, community houses, markets, schools, communal houses and Ca Ong temple. The minimum area of each residential land plot is 300m2.
With Ninh Thuan 2 Project, the resettlement area is located in Vinh Hai commune, with a total area of 109 hectares, including: Resettlement area, residential renovation, cemetery area, water supply system and resettlement area. Social infrastructure projects are invested synchronously: schools, cultural houses, pagodas, communal houses, reminders...
All items are built according to modern and civilized planning, helping people settle down and stabilize their lives after relocation.
