Careful assessment of projects on rubber land
On August 3, Mr. Pham Anh Tuan - Chairman of Gia Lai Provincial People's Committee signed a decision to establish a working group to appraise projects to convert dead and underdeveloped rubber land areas in the province.
The working group includes: Head of the group is Mr. Nguyen Tuan Thanh - Standing Vice Chairman of the Provincial People's Committee; Deputy Head of the group is Mr. Duong Mah Tiep - Vice Chairman of the Provincial People's Committee; Mr. Cao Thanh Thuong - Director of the Provincial Department of Agriculture and Environment, along with leaders of departments, branches and representatives of local authorities.
The working group has the task of reviewing project dossiers, assessing conformity with planning; proposing handling of slow-progress projects and inefficient land use. At the same time, the group is also responsible for removing difficulties for projects invested by enterprises.
The establishment of an appraisal team with the participation of leaders of many departments and sectors is a cautious step to objectively and comprehensively assess conversion projects on rubber land in border communes of Gia Lai province.
Thousands of hectares of rubber land in the border area need to be used effectively, avoiding waste, and at the same time creating livelihoods, contributing to stabilizing life and ensuring security and order for people.
The review of proposed projects is also related to promoting the function and efficiency of use of Ia Mo irrigation reservoir with a total investment of more than 3,000 billion VND.
Investors must propose feasible projects, not sell projects
As Lao Dong Newspaper has reported, since 2008, implementing the Government's policy, Gia Lai Provincial People's Committee has converted more than 50,000 hectares of poor forest to rubber cultivation. This is a large-scale project in the Central Highlands region. However, according to statistics, only 7,884 hectares (accounting for 30.9% of the planted area) have developed normally.
The remaining area is increasingly facing the situation of dead and underdeveloped trees. In 2018 it was 12,039 ha, in 2022 it increased to 16,364 ha and by 2025 it is 17,651 ha.
In the period 2007 - 2014, Gia Lai Provincial People's Committee allocated land to 16 businesses to implement 44 projects under the Program to convert poor forests to rubber plantations.
However, for many years, businesses have been struggling with many hectares of vacant rubber land due to soil, climate and natural conditions that are not suitable for rubber tree development. Many areas planted on sandy soil only develop in the early stages, then gradually become stunted and die.
Recently, Gia Lai Provincial People's Committee has reported and proposed to the Ministry of Agriculture and Environment to submit to the Government for consideration and approval of the policy allowing businesses to convert more than 22,063 hectares of dead and underdeveloped rubber into other projects such as cultivation, animal husbandry, energy...
Gia Lai province requires investors to develop feasible and effective plans, both creating jobs for people and improving land use efficiency, avoiding waste and strictly prohibiting the purchase and sale of projects...
Therefore, all projects on rubber land must be evaluated and appraised strictly, ensuring compliance with the provisions of law.
