On July 31, Thanh Hoa Provincial People's Committee coordinated with the Vietnam Chamber of Commerce and Industry (VCCI) Thanh Hoa - Ninh Binh Branch to organize a ceremony to announce the results of the Provincial Competitiveness Index (DCCI) of Thanh Hoa province in 2025.


Attending the announcement ceremony were Mr. Le Duc Thai - Secretary of Thanh Hoa Provincial Party Committee; Mr. To Anh Dung - Chairman of Thanh Hoa Provincial People's Committee, Assoc. Prof. Dr. Ho Sy Hung - Chairman of VCCI; representatives of leaders of provincial departments, agencies, branches and communes and wards in the area.
At the ceremony, representatives of VCCI Thanh Hoa - Ninh Binh Branch announced the score table and ranking results of DCCI Thanh Hoa in 2025.
In the provincial-level departments, agencies, and branches, there are 4 units ranked well. Sub-Department of Customs of Region X ranked first with 77.88 points; Department of Health ranked second with 75.92 points; Department of Finance ranked third with 72.77 points; Department of Science and Technology ranked fourth with 70.77 points.
In the commune-level People's Committee block, there are 80 communes and wards ranked well. Sao Vang Commune People's Committee ranked first with 86.31 points; followed by Hoang Hoa Commune People's Committee with 85.65 points and Ha Long Commune People's Committee with 85.22 points.
According to VCCI Thanh Hoa - Ninh Binh Branch, DCCI Thanh Hoa in 2025 marks an important turning point in the work of evaluating management quality, administrative reform and improving the investment and business environment, in line with the two-level local government model.
This is also the first year Thanh Hoa has implemented the DCCI index set for the 2026-2030 period according to the project approved by the Provincial People's Committee, replacing the previous DDCI model.
The construction and implementation of DCCI aims to create motivation to promote agencies and units to improve the quality of service to people and businesses; enhance transparency, accountability and efficiency of public service performance.
Thanh Hoa's implementation of DCCI according to the two-level local government model is expected to create new momentum for administrative reform, improve the quality of business services, build a public, transparent, and professional administration, towards the goal of rapid and sustainable development.

Speaking at the announcement ceremony, Assoc. Prof. Dr. Ho Sy Hung - Chairman of VCCI highly appreciated the socio-economic development results of Thanh Hoa in the past time.
According to the Chairman of VCCI, to continue to maintain and realize development goals, Thanh Hoa needs to improve the quality of the DCCI Index; strengthen regular dialogue between the government and businesses to promptly remove difficulties and obstacles; and at the same time improve the effectiveness of coordination between departments, branches and local authorities in resolving administrative procedures.
Speaking at the ceremony, Mr. To Anh Dung - Chairman of Thanh Hoa Provincial People's Committee affirmed that the announcement of DCCI results in 2025 is not only an annual evaluation activity but also an important opportunity for the province to objectively and truthfully recognize the quality of management, effectiveness of state management and business service capacity of each department, sector, and locality.
In that spirit, the Chairman of Thanh Hoa Provincial People's Committee requested departments, branches, and localities to urgently analyze each component index and each content reflected by businesses to clearly identify the causes, responsibilities, and remedial solutions.
Units must strictly implement the "6 clear" principle, including: clear people, clear tasks, clear time, clear responsibilities, clear products, clear authority; and at the same time ensure that "one person is responsible throughout until the product is completed".
Thereby, gradually eliminating the situation of pushing and avoiding, not allowing the formation of "gray areas" in the performance of official duties.
