The Ho Chi Minh City Union of Trading Cooperatives (Saigon Co.op) has provided information related to Decision No. 2145/QD-C10-P10 dated July 4, 2025 of the Department of Police for Management of Prisons, Compulsory Education Establishments, and kindergartens (C10) on the ban on bidding for food supply packages.
Accordingly, the food supply package for C10 Prisons is a joint venture package, in whichKing Green Food Joint Stock Company is the main contractor, taking on 90% of the package value, while Saigon Co.op is a subcontractor with a ratio of 10%. Both units will participate in public bidding on the National Bidding Portal.
Based on the bidding documents and signed contracts, each consortium member is responsible independently of the investor for the goods it provides. King Green is responsible for providing and delivering rice products, while Saigon Co.op is responsible for providing small-scale necessities such as salt, sugar and sweet potatoes.
During the contract implementation, Saigon Co.op affirmed that it had completed the supply of the right type, volume and quality standards as required. All goods managed by Saigon Co.op have been accepted by the investor and assessed to meet requirements.
However, the rice provided by King Green did not meet the prescribed standards, leading to the investor applying inter-related sanctions for the entire package.
Saigon Co.op believes that this is an unexpected incident and has sent a document recommending the investor and competent authorities, requesting consideration and clearly defining the responsibilities of each member in the consortium to ensure fairness and accuracy. At the same time, Saigon Co.op proposed to only apply sanctions to the violating unit, King Green Company, and excluding units that have fully fulfilled their responsibilities and ensured the quality of goods such as Saigon Co.op.
The Department of Industry and Trade of Ho Chi Minh City has also sent an official dispatch to the City Party Committee and the People's Committee of Ho Chi Minh City regarding this information.
The Department of Industry and Trade has requested Saigon Co.op to urgently review, provide an official report on the above incident and send it to the Department of Industry and Trade for coordination to grasp the situation and promptly handle related arising issues (if any).
Coordinate with the joint venture partner to handle and provide information related to the contents of the above package and propose appropriate handling according to the responsibilities and level of violation of the joint venture member during the contract performance.
Learning from experience in reviewing and participating in food and food supply consortia; at the same time, considering the selection and strictly controlling the quality of goods of all partners when deciding to participate in implementing the consortium of bidding packages.
