According to Resolution 08-NQ/UBTC in 2025 issued by the Party Committee of the Ministry of Finance, the rearrangement of local vertical agencies, including social insurance (SI) and statistics, will be carried out in a streamlined, synchronous and consistent manner with provincial-level administrative units.
Accordingly, 63 provincial-level statistical branches will be reorganized into 34 provincial and centrally-run city statistics. Similarly, the regional social insurance system will also be reorganized into 34 provincial-level social insurance agencies, ensuring an operating model that coincides with administrative boundaries.
Notably, the Resolution clearly states that there will be no organization of district-level statistical agencies and social insurance. Instead, district-level statistics teams will become grassroots units under the Provincial and Municipal Statistics. While district-level social insurance will become a grassroots social insurance under provincial and municipal social insurance to manage in some commune-level administrative units.
This is an important step to unify the vertical organizational system, limit overlap, improve management efficiency and reduce operating costs in the context of implementing the two-level local government model.
Previously, speaking at the Conference on collecting opinions on legal documents organized by the Ministry of Finance, Minister of Finance Nguyen Van Thang affirmed that in the process of implementing the two-level local government model, the Ministry of Finance has proactively reviewed and proposed plans to reorganize units under the local financial sector.
In the coming time, when implementing the merger of provinces, the treasury, tax and customs system will all have adjustments in accordance with the new administrative boundaries, the Minister emphasized.
