According to the report, the number of multi-level sales enterprises operating in Ho Chi Minh City has decreased from 22 in 2021 to 19 in 2024, with 86,676 people participating in the sales network.
Revenue from multi-level sales activities of 19 enterprises in 2024 reached VND 2,374 billion.
16/19 operating enterprises have been granted certificates of registration for multi-level sales activities headquartered in Ho Chi Minh City, accounting for 85% of the total number of licensed enterprises.
To ensure cross-level business operations are transparent and healthy, the Department of Industry and Trade of Ho Chi Minh City said it has actively implemented strict management and supervision measures, contributing to protecting consumer rights.
In 2024, the Department of Industry and Trade of Ho Chi Minh City licensed multi-level enterprises in Ho Chi Minh City to organize 924 conferences, seminars and training programs.
In order to help people better understand multi-level sales activities and the distinction between legal and illegal multi-level sales, the Department of Industry and Trade of Ho Chi Minh City has implemented many propaganda activities in diverse forms.
In particular, in response to Vietnamese Consumer Rights Day 2025, the Department of Industry and Trade has created infographics to convey information in a visual and easy-to-understand way, taking advantage of the power of social networks to reach a large number of people, especially young people.
At the same time, the Department of Industry and Trade actively combines propaganda work with handling administrative procedures, guiding businesses and people through specific cases, receiving and handling consumer feedback and complaints related to multi-level sales activities.
Every year, the Department of Industry and Trade of Ho Chi Minh City proactively develops a plan to inspect and examine multi-level sales enterprises in the area, in order to promptly detect and handle violations.
However, due to the nature of state management in this field, the staff still face some difficulties in terms of expertise when checking compliance with operating rules, reward plans and information technology systems for managing multi-level sales participants of enterprises.
The Department of Industry and Trade of Ho Chi Minh City also announced that it has issued a plan to strengthen inspection and supervision of the organization of conferences, seminars, and training on multi-level sales in the locality. Monitoring not only focuses on the form of direct organization but also includes online activities.
