New investment attraction
Gia Binh International Airport (Bac Ninh province) has an area of about 460,000 m2 by 2050, of which the VIP terminal item is about 5,900 m2; built according to international standards, becoming a new generation smart, green, sustainable airport, aiming for international service standards in the group of 10 top 5-star airports in the world according to Skytrax's criteria and is in the group of airports with excellent passenger experience (AQS).
Invested on a level of 4F according to the standards of the International Civil Aviation Organization (ICAO), Gia Binh International Airport meets the goal of socio-economic development, serving dual applications, while ensuring security and defense activities and important foreign affairs events while meeting the needs of exploiting about 30 million passengers/year and 1.6 million tons of goods/year by 2030; about 50 million passengers/year and 2.5 million tons of goods/year with a vision to 2050.

According to Minister of Construction Tran Hong Minh, this project plays an important role in promoting new growth poles in the East of Hanoi; meeting the increasing demand for air transportation in the Northern key economic region; reducing the load, supporting Noi Bai International Airport, which is overloaded but cannot be invested in expansion or capacity increase.
At the same time, Gia Binh International Airport will be synchronously connected with the national, regional and provincial transportation systems. In particular, the Hanoi area is directly connected through high-speed roads, urban railways and national railways.
"The project also has special significance in ensuring national defense, security and serving important foreign events, especially the 2027 APEC Summit (APЕС 2027)", the Minister emphasized.
At the National Assembly's discussion sessions, many delegates expressed their agreement with the investment policy for the construction of this project.
Delegate Tran Van Khai (Ninh Binh delegation) affirmed that the construction of the Gia Binh project is a vision of "double center" for the capital region. This new airport is planned according to the "twin hub" model like the model in London, Tokyo, strategically supplementing Noi Bai Airport.
According to the delegate, with the scale of an international-class 5-star airport, Gia Binh International Airport will promote the advantage of the Northeast space of Hanoi, opening up new development space for the Capital region. This airport not only reduces the overload of Noi Bai, but also creates a strong boost for the region's industries, logistics, e-commerce, tourism, and services.
Investor is a familiar brand in high-end real estate

Important driving force to promote national infrastructure development
To ensure progress in serving APEC 2027, the Government proposed that the National Assembly allow the application of special policies so that the People's Committee of Bac Ninh province is allowed to relocate historical and cultural relics (levels) during the implementation of compensation, support, resettlement and investment in the construction of the Project.
Delegate Tran Van Khai commented that this demonstrates the spirit of daring to think and daring to do for the common good, helping to remove inherent "bottlenecks" in site clearance and investment procedures so that the project can be implemented as quickly as possible. Some opinions are concerned about the financial feasibility of the project when the capital is too large, delegate Tran Van Khai said that we have divided the project into reasonable components: the airport core is fully responsible for the investor, auxiliary parts such as resettlement areas and connecting roads will be invested in the form of BT, land will be used for infrastructure exchange. This method helps reduce budget pressure, while effectively exploiting local land funds.
Sharing the same view, delegate Ta Van Ha (Da Nang delegation) noted the need to study a specific mechanism for the project, because the airport construction area is Kinh Bac region - where "every piece of land, every roof" is imbued with cultural and historical values. People are willing to sacrifice and support a large policy, so when implementing it, there needs to be a corresponding way of behavior and policy.
In the project review report, the National Assembly's Economic and Financial Committee proposed that the Government assess the feasibility of completing the Project to meet the progress of serving APEC in 2027. Previously, at the plenary session of the National Assembly's Economic and Financial Committee held on the afternoon of November 11, regarding the investment policy for the construction of the Gia Binh airport project, the concerns of the National Assembly committees, experts... were also clarified by leaders of the Ministry of Finance, the Ministry of Construction, and the People's Committee of Bac Ninh province.
Explaining the necessity of Gia Binh International Airport while having Noi Bai Airport only 43km away, Deputy Minister of Construction Bui Xuan Dung said that Vietnam needs a modern international airport with auxiliary works that "In addition to the goal of serving transportation, it is also to serve the economy, tourism - domestic and international VIP customers, most recently the APEC 2027 event", Mr. Dung said.
