Modernizing banks, handling weak credit institutions
On September 18, 2026, the Prime Minister issued Decision No. 1809/QD-TTg approving the Project "Continuing to modernize the banking system, handling weak credit institutions, and enhancing access to capital for businesses, especially small and medium-sized enterprises".
The project includes 5 major viewpoints, 3 specific target groups by 2030, associated with the goal of striving for "double-digit" economic growth. The State Bank of Vietnam (SBV) has concretized 4 groups of solutions into 53 tasks, stipulating deadlines for completion and assigning units to take the lead and coordinate.
Regarding the modernization of the banking system, the Project focuses on the operation of monetary and foreign exchange policy management; payment system; banking inspection and supervision work and the operation of credit institutions. Accompanying tasks include perfecting mechanisms and policies, upgrading information technology infrastructure and improving the quality of human resources.
Regarding handling weak credit institutions, the Project sets out 4 tasks, direct solutions and support solutions for the SBV and credit institutions.
The SBV presides over the completion of the legal framework, mechanisms, and policies on currency, credit, banking operations, restructuring and handling of weak credit institutions, and bad debt handling.
At the same time, take the lead in implementing the task of increasing charter capital for commercial banks held by the State over 50% of charter capital, commercial banks held by the State 100% of charter capital, Vietnam Cooperative Bank and Vietnam Asset Management Company Limited (VAMC).
The Ministry of Finance coordinates with the SBV to balance and allocate state budget funds to increase charter capital for state-owned commercial banks, Vietnam Cooperative Bank and VAMC according to the Prime Minister's approval.
Regarding the handling of collateral assets, the Ministry of Agriculture and Environment shall take the lead in reviewing, amending, supplementing, and completing the legal basis for project transfer in case of handling collateral assets that are real estate projects.
Removing difficulties in accessing capital for businesses
For the group of solutions to enhance access to credit capital for businesses, especially small and medium-sized enterprises, including 10 tasks and solutions.
In which, the SBV presides over the implementation of the Bank-Business Connection Program to remove difficulties and obstacles in accessing credit for businesses and people; directing credit institutions to implement tasks and solutions to improve access to bank credit capital.
The Ministry of Finance presides over the review and completion of the Draft Law on Small and Medium Enterprise Development and policies to support small and medium enterprises. At the same time, review and report to competent authorities on outstanding basic construction debts originating from the central and local state budgets.
The Ministry of Public Security shall preside over and coordinate with the SBV to promote connection, sharing, and effective exploitation of the National Population Database, electronic identification and authentication systems.
One task set out is to deploy a service to assess creditworthiness of borrowers based on multiple data sources, in order to support people, businesses, especially small and medium-sized enterprises, to access safe and convenient credit capital sources.
Along with that, the Ministry of Public Security implements the tasks of building a data management framework, classifying core data; ensuring security and safety of information systems, protecting personal data and preventing and combating crimes using high technology in banking operations.
