The Ministry of Finance has just issued Official Letter No. 7627/BTC-QLCS dated June 2, 2025, requesting central and local ministries, branches to promote the implementation of Official Letter No. 80/CD-TTg of the Prime Minister on handling assets after restructuring the apparatus and administrative units at all levels.

In particular, emphasizing the implementation of the "6 clear" principle: clear people, clear work, clear time, clear responsibilities, clear products, clear authority.

According to the Ministry of Finance, agencies and localities should strictly implement the direction of the Politburo, the Secretariat, the Government, the Prime Minister and the provisions of the Land Law 2024, Decree No. 114/2024/ND-CP, Decree No. 50/2025/ND-CP and related guiding documents. On that basis, ministries, central agencies and provincial People's Committees are responsible for formulating and updating plans for handling of redundant assets according to guidance and organization of synchronous implementation, avoiding wasting public assets.

Units periodically submit monthly reports on the results of handling surplus assets. After the database tracks the progress of handling surplus headquarters and works in operation, the reports will be updated online daily.

The Ministry of Finance requests the Ministry of Agriculture and Environment, the Ministry of Construction and specialized management ministries to grasp problems arising during the implementation process, promptly issue guiding documents according to their authority, especially contents related to adjusting land use planning, construction planning to convert surplus housing and land functions. Guiding documents need to be sent to the Ministry of Finance for synthesis and reporting to the Prime Minister.

For specific areas such as health, education, culture - sports, Ministry of Health, Ministry of Education and Training, Ministry of Culture, Sports and Tourism, local guidance should be guided to determine the standards and requirements of the area of ​​houses and land to build public facilities under the new model. The time limit for completion before June 15, 2025 and sent to the Ministry of Finance for summarizing and reporting to the Prime Minister.

The ministries and central agencies have a longitudinal system such as the Ministry of Defense, the Ministry of Public Security, the Ministry of Finance, the Ministry of Justice, the Supreme People's Procuracy, the Supreme People's Court, the State Bank of Vietnam, ... need to urgently complete the organization of the apparatus under the new administrative model. On that basis, formulating plans to arrange, arrange, handle headquarters and facilities suitable to the needs of operating and coordinate with the locality to handle redundant assets in the direction of air conditioning and efficient use.

The Ministry of Finance requests ministries, central agencies and provincial People's Committees to report to the Standing Committee of the Party Committee at the same level, assigning leaders to directly monitor and direct the arrangement of headquarters and facilities in each field and area. At the same time, set up delegations to urge and guide at agencies and units with large, complicated assets or slow handling progress. In case of failure to perform or inadequate the tasks, the Ministry of Finance proposes to strictly handle the responsibility of collective and individuals related, especially the leader if to affect the progress and general efficiency.

Agencies and localities must also implement the periodic reporting regime on the implementation results of Official Dispatch No. 80/CD-TTg, send to the Ministry of Finance for synthesis and reporting to the Prime Minister, and clearly state cases of delay and delay in implementing tasks.
