According to the Ministry of Finance, agencies and localities should strictly implement the direction of the Politburo, the Secretariat, the Government, the Prime Minister and the provisions of the Land Law 2024, Decree No. 114/2024/ND-CP, Decree No. 50/2025/ND-CP and related guiding documents. On that basis, ministries, central agencies and provincial People's Committees are responsible for formulating and updating plans for handling of redundant assets according to guidance and organization of synchronous implementation, avoiding wasting public assets.
Units periodically submit monthly reports on the results of handling surplus assets. After the database tracks the progress of handling surplus headquarters and works in operation, the reports will be updated online daily.
The Ministry of Finance requests the Ministry of Agriculture and Environment, the Ministry of Construction and specialized management ministries to grasp problems arising during the implementation process, promptly issue guiding documents according to their authority, especially contents related to adjusting land use planning, construction planning to convert surplus housing and land functions. Guiding documents need to be sent to the Ministry of Finance for synthesis and reporting to the Prime Minister.
For specific areas such as health, education, culture - sports, Ministry of Health, Ministry of Education and Training, Ministry of Culture, Sports and Tourism, local guidance should be guided to determine the standards and requirements of the area of houses and land to build public facilities under the new model. The time limit for completion before June 15, 2025 and sent to the Ministry of Finance for summarizing and reporting to the Prime Minister.

At the same time, set up delegations to urge and guide at agencies and units with large, complicated assets or slow handling progress.
