Conference to summarize 10 years of implementing Resolution No. 04b/NQ-TLD dated July 15, 2014 of the Executive Committee of the Vietnam General Confederation of Labor (term XI) on improving the effectiveness of propaganda, dissemination and education of law among workers in the new situation (Resolution 04b) organized by the Ho Chi Minh City Labor Federation on December 10.
The report at the conference showed that after 10 years of implementing Resolution 04b, in Ho Chi Minh City, 98% of employees were informed about the Party's guidelines and policies, the State's policies and laws, the rules and regulations of agencies, units and enterprises; the Resolutions of the Trade Union Congresses at all levels, related documents... were disseminated, thereby raising awareness of law compliance among union members and employees.
More than 85% of union officials, union members, and employees have been informed of the 2012 and 2019 Labor Code (amended and supplemented), the Trade Union Law, the Social Insurance Law, Health Insurance Law, regulations on unemployment insurance, labor contracts, salary scales, working hours, rest, etc.
There are 11,978/16,663 enterprises that have signed collective labor agreements, reaching a rate of 71.8%. The organization of negotiation and signing of collective labor agreements has changed, the quality has improved compared to before with many contents beneficial to employees.
Mr. Huynh Van Tuan - Head of the Propaganda Department of the Ho Chi Minh City Labor Federation - said that in the coming time, Ho Chi Minh City labor unions at all levels will promote and improve the effectiveness of propaganda work, popularize the law, and raise awareness and responsibility of heads of agencies and units.
Strengthening innovation in propaganda work for workers, civil servants and laborers on the Party's guidelines, policies, Resolutions, policies and laws of the State in conjunction with implementing Directive No. 05-CT/TW dated May 15, 2016 of the Politburo on promoting "Studying and following Ho Chi Minh's ideology, morality and lifestyle"; Effectively implementing Resolution No. 02-NQ/TW dated June 12, 2021 of the Politburo "On innovation of organization and operation of Vietnam Trade Union in the new situation".
At the same time, pay attention to leading and improving the quality of activities of the Ho Chi Minh City Labor Federation Legal Consulting Center and legal consulting groups for union members and workers in districts such as: Training in legal consulting skills, equipping new legal knowledge..., moving towards establishing a Center for legal consulting and supporting workers in Ho Chi Minh City.
Mr. Phung Thai Quang - Vice President of the Ho Chi Minh City Labor Federation - emphasized that respecting and properly implementing legal regulations will contribute to building harmonious, stable and progressive labor relations in enterprises. Therefore, the work of propagating, disseminating and educating the law for union members and workers plays an important role.
Mr. Quang also suggested that all levels of Ho Chi Minh City trade unions continue to replicate good models, diversify forms of propaganda, dissemination and legal education for union members and workers, strengthen the role of supervising the implementation of labor laws (Labor Code, Trade Union Law, Employment Law, Social Insurance Law, Health Insurance Law) to ensure the rights of union members and workers; proactively apply digital technology so that propaganda, dissemination and legal education are quick and timely.
On this occasion, the Ho Chi Minh City Labor Federation also deployed and introduced the Trade Union Law 2012, amended and supplemented in 2024 (effective from July 1, 2025), focusing on 10 new points of the Trade Union Law.
