At the meeting, the dialogue of the Chairman of the City People's Committee with the Capital Workers in 2025 took place on the afternoon of May 28, Mr. Chu Xuan Thinh, Chairman of the Trade Union of Giang Vo Ward (Labor Federation of Ba Dinh District) commented: Currently, we are streamlining the apparatus in the political system. After leaving the district level, rearranging the commune level, many agencies and units will be dissolved or consolidated, leading to changing the personnel structure. Therefore, it is inevitable for the excess of cadres, civil servants, officials and employees to be inevitable.
Mr. Thinh asked: What solutions does the City People's Committee have in arranging personnel reasonably to ensure the apparatus operates effectively, without causing major disruptions and what solutions is there to facilitate career conversion and create new jobs for redundant cadres.
Responding to Mr. Thinh's question, Mr. Nguyen Tay Nam - Deputy Director of the Hanoi Department of Home Affairs replied: In order to carry out the assigned tasks, from April 2025, the Hanoi Department of Home Affairs has advised the city to conduct a review. To date, the number of redundant civil servants, public employees and non-professional workers after the city's reorganization is about 11,000 people.

The Hanoi Department of Home Affairs is submitting to the City People's Committee a plan to organize vocational training, solve employment for cadres, civil servants, public employees, and workers who quit their jobs due to organizational arrangement in administrative units at all levels in the city, aiming for 100% of redundant workers due to organizational arrangement of the State apparatus to be approached by competent authorities for advice, guidance, career guidance on vocational training, career conversion, and job creation; enjoy unemployment insurance policies (depending on each group of subjects) according to current regulations.
The Deputy Director of the Department of Home Affairs said that 100% of redundant workers due to the arrangement of the state apparatus need support for vocational training, job conversion, and job referral consultation in accordance with their personal abilities and the needs of the labor market.
In addition, the city will also continue to promote job fairs to increase opportunities for workers to return to the labor market, and at the same time advise the city to arrange more budget for job loans to create new jobs for workers.
