The congress was attended by 200 outstanding delegates from departments and units representing nearly 600 cadres, civil servants, public employees, and workers in the entire Central Committee of the Vietnam Fatherland Front.

Currently, the Central Committee of the Vietnam Fatherland Front has 1,131 cadres, civil servants, public employees, and workers at the agency, including 29 cadres leading the Fatherland Front and socio-political organizations at the Central level; 1,097 cadres, civil servants, public employees, and workers of the agency (666 cadres at 20 departments and units of the Agency, Office of the Vietnam Catholic Solidarity Committee; 145 cadres at the Office, Office of the Committee for Religious Unity, public service units under the Agency; 286 workers at the Office, advisory committees of socio-political organizations, public service units under the Agency).
With a creative spirit, the staff of the Central Committee of the Vietnam Fatherland Front has proposed many initiatives, experiences and effective methods, building typical operating models in mass mobilization work. Emulation movements and campaigns launched by the Fatherland Front have received positive responses from the people, contributing to promoting socio-economic development and social security.
Looking back on the past 5 years, emulation and reward work continues to have many positive changes. The activities of the Emulation and Reward Council The Central Committee of the Vietnam Fatherland Front has been proactive and responsible in organizing, directing and implementing key emulation movements nationwide, associated with the implementation of the Program of coordination and action consolidation of the Central Committee of the Vietnam Fatherland Front. The Vietnam Fatherland Front Committees at all levels have launched many practical emulation movements, in accordance with the actual conditions of the locality, which have been responded to by Party committees at all levels, authorities, member organizations and people of all walks of life.
The Standing Committee, Heads of Agencies, Emulation and Reward Council of Agencies have issued documents leading and directing emulation and reward activities such as: Secretary of the annual emulation covenant, Secretary of the annual emulation registration, launching a thematic emulation campaign to achieve achievements to celebrate the election of 15th National Assembly deputies and People's Council deputies at all levels for the 2021 - 2026 term; the work of preventing and fighting the COVID-19 epidemic and supporting the "COVID-19 dichence prevention and control fund"; the movement "Cadres, civil servants, and public employees compete to practice office culture" associated with the implementation of Directive No. 05 of the Politburo "On promoting the study and following of Ho Chi Minh's ideology, morality and style".
Along with that, the propaganda and dissemination to raise awareness of Party members, cadres, civil servants and workers about the importance of implementing office culture is carried out regularly and continuously. The cadres, civil servants, public employees, and workers at the agency have upheld their sense of responsibility, strictly followed discipline and administrative discipline; had a receptive and standard working attitude in communication and behavior; regularly cultivated and practiced ethics and lifestyle to continue promoting emulation movements, striving to successfully carry out assigned tasks; emulation movements launched by the Standing Committee, the Central Committee of the Vietnam Fatherland Front with annual and thematic topics.
Since then, the emulation activities of the departments and units under the Central Committee of the Vietnam Fatherland Front have had many innovations and proactiveness in implementing them seriously, in accordance with instructions, increasingly practically and effectively.
Departments and units always focus on building a movement of "Solidarity, creativity, responsibility, efficiency"; maintain the standard of "Pocusing on the people - near the people - learning from the people - responsible to the people". Promote administrative reform by applying information technology and digital transformation in performing professional tasks; study and follow Ho Chi Minh's ideology, morality and style. Typically, in 2025, the Social Work Committee launched a special emulation campaign among civil servants and Party Committee members with the theme: Solidarity, steadfastness, success in 3 months from August 20 to November 10, 2025 with the implementation of a green and creative office and office culture.
Many collectives and individuals have initiatives to improve work; the model of "Saturday of Learning and Sharing", "Green, Clean, Beautiful Office" such as the Propaganda Department, People's External Relations Department.
The work of rewarding is guaranteed in all fields, focusing on rewarding truly outstanding individuals in all fields, good people, good deeds, advanced models, new models in the Agency and the entire system of the Vietnam Fatherland Front. The Vietnam Fatherland Front Committees at all levels have focused on using forms of commendation under their authority to reward and encourage cases with achievements, and at the same time paid more attention to rewarding cases with outstanding achievements in emulation movements launched by all levels and sectors.
The work of propagating, evaluating and replicating advanced models, good models, good experiences, and effective methods has had clear changes; the models set out as learning examples have promoted influence and spread in the community, contributing to encouraging all classes of people to enthusiastically compete to effectively implement the country's economic and social development programs and the Agency, unit...
