On August 26, at the Conference summarizing the emulation movement "The whole country joins hands to eliminate temporary and dilapidated houses", Ms. Ha Thi Nga - Member of the Party Central Committee, Vice Chairwoman of the Central Committee of the Vietnam Fatherland Front (VFF) - informed about the achievements of the Vietnam Fatherland Front system in implementing the "Special National Project" to eliminate temporary and dilapidated houses.
Expressing her high agreement and consensus with the Summary Report of the Central Steering Committee on the implementation of the elimination of temporary and dilapidated houses nationwide, Ms. Ha Thi Nga affirmed that the Program to Eliminate Temporary and Dilapidated Houses nationwide is "A special national project" to celebrate the 50th anniversary of the Liberation of the South - National Reunification, the 80th anniversary of the successful August Revolution and National Day on September 2, to celebrate the Party Congresses at all levels and the 14th National Congress of the Party, a project of "Party will, the heart of the people", imbued with humanity, a typical example of " maximizing the strength of national solidarity" in the new period.
The Vice Chairman of the Central Committee of the Vietnam Fatherland Front said that through the channel of grasping the people's situation of the Vietnam Fatherland Front, the overwhelming majority of people in the country and overseas Vietnamese; the business community, the team of cadres, civil servants, public employees, and workers all expressed their agreement to respond and highly appreciated the initiatives and policies of implementing the Program to join hands to eliminate temporary and dilapidated houses in 2025. This is the special and timely attention of the leaders of the Party, State, National Assembly, Government, and Vietnam Fatherland Front for a part of the people with difficult lives and social policy beneficiaries.
Informing the Conference about some typical results of the Vietnam Fatherland Front system and member organizations in completing the program to eliminate temporary and dilapidated houses, Ms. Ha Thi Nga said that the Front and member organizations have coordinated to launch, call for, and at the same time propagate and mobilize all people to participate in implementing the Program.
At the central level, on April 13, 2024, in Hoa Binh province, the Presidium of the Central Committee of the Vietnam Fatherland Front coordinated with the Central Emulation and Reward Council to launch an Emulation Movement, and at the same time issued a call with the theme "Millions of hearts of love - Keeping the roof of a happy house"; on October 5, 2024, at the Hanoi Opera House, the Presidium coordinated with the Government to organize a program to launch a support campaign with the theme "Warm home for my compatriots".
In the locality, the Vietnam Fatherland Front Committees at all levels have coordinated to advise the Steering Committees to organize the Launching Ceremony to respond and support the Program, issue a Call to mobilize all levels, sectors, each household, each residential area.
Along with that, the Front and its member organizations strive to participate in mobilizing and mobilizing resources, spreading the spirit of volunteerism, calling on mass forces, joining hands to support the construction of houses for households with many models and methods of doing things that are very proactive and creative. Implement the motto of the Prime Minister: "Whoever has something to contribute, whoever has merits to contribute, whoever has property to contribute, whoever has a lot to contribute a lot, whoever has little to contribute a little". At the central level, the Front has coordinated to mobilize businesses, organizations and individuals to donate over 350 billion VND; locally, the Front, together with the member agencies of the Steering Committee, organized to call on organizations and individuals to mobilize support for funding and materials, especially mobilizing a large number of union members and members of the Farmers' Association, Women's Union, Youth Union, Veterans' Union... together with the Army and Police forces to support millions of working days to help families build houses.
In addition, the Vietnam Fatherland Front has performed well its function as a focal point for receiving and managing the use of support funds from organizations and individuals through the "For the Poor" Fund to deploy support to the people. To facilitate the support of housing construction funds, the Prime Minister has proposed that the Front receive and use funds through the "For the Poor" Fund at all levels. According to the report of the Central Steering Committee, the budget mobilized for the program is over VND24,200 billion, most of which is received through the local Fund for the Poor. Up to now, no errors have been detected in the management and use of funding sources at the Mobilization Committees at all levels.
Not only that, the Vietnam Fatherland Front has synchronously deployed the work of supervising the implementation of the State's policies on housing support and the implementation of the Program. The Standing Committee of the Central Committee of the Vietnam Fatherland Front has issued a Plan to supervise the implementation of housing support policies for people with revolutionary contributions, poor households, and near-poor households; guide the Front Committees of provinces and cities to conduct inspections and supervision, ensuring proper support for the target, fairness, publicity, and transparency. At the same time, the Front Committees at all levels promptly took forms of thanks, gratitude, encouragement, and reward for units, organizations, and individuals who have made many contributions to the Program.
Ms. Ha Thi Nga affirmed that the great success of the program to eliminate temporary and dilapidated houses nationwide has given us many lessons, but most clearly is the lesson of political determination of the Party and State leaders; the determination in the direction and management of the Government and the responsibility of the leaders; the flexibility and creativity in organizing and implementing localities; the coordination of actions of all levels and sectors of the Vietnam Fatherland Front, socio-political organizations, businesses, and philanthropists; the solidarity and contribution of the community to "sharing food and clothes".
"The results of the Program will be valuable experiences, a model for us to continue to launch and implement social security programs nationwide in the coming time," Ms. Ha Thi Nga emphasized.
Vice President Ha Thi Nga shared that in the heroic atmosphere of the historic August autumn, we feel more clearly than ever the emotions, joy and excitement of hundreds of thousands of households across the country when the dream of having a new, spacious and sustainable house, a house "rip-up, lasting down", "comfortable, warm-hearted", and then "set down, settle down, and make a living", has become a reality right on the occasion of the nation's independence. This will be an important condition to add motivation, opening up a new, better future for millions of people.
