Progress of implementing the elimination of temporary and dilapidated houses nationwide

On June 22, Prime Minister Pham Minh Chinh chaired a meeting of the Central Steering Committee for the implementation of the elimination of temporary and dilapidated houses nationwide (5th time), the State Steering Committee for important national projects and works, key to the Transport sector (GTVT) (18th time); Promoting the disbursement of public investment capital in 2025 (2nd time).

Prime Minister Pham Minh Chinh emphasized that our Party has no other goal than to firmly protect national independence and sovereignty of the country and bring happiness and prosperity to the people. 2025 is the year to celebrate the 95th anniversary of the founding of the Party, the 50th anniversary of the liberation of the South, national reunification, and the preparation for the 80th anniversary of National Day, the goal is to not let people have no place to live or live in temporary or dilapidated houses.

At the meeting, Minister of Ethnic Minorities and Religions Dao Ngoc Dung reported the results of the implementation of the work of eliminating temporary and dilapidated houses nationwide since the 4th meeting of the Central Steering Committee.

Minister Dao Ngoc Dung said that thanks to strong direction, up to now, 38/63 localities have completed the entire target of eliminating temporary and dilapidated houses for all three groups of people, an increase of 23 localities compared to the fourth session.

By June 30, it is expected that 8 more localities will complete, bringing the total to 46. In July, 3 localities registered to complete; in August, 14 more localities, striving to complete nationwide by August 25.

Regarding specific results: up to now, the whole country has supported 262,843/277,420 units, reaching 94.7%. Of which, 222,854 units have been inaugurated, 37,989 units are under construction, an increase of 54,000 units compared to the 4th session.

Of which, houses for people with revolutionary contributions: 41,565 units, reaching 93.1%; houses for poor and near-poor households from the national target program for sustainable poverty reduction: 77,851 units, reaching 87.9%; housing support from the national target program for ethnic minorities is 8,621 units; housing support for poor and near-poor households from the launching program is 125,888 units, reaching 96.6%; housing support for other subjects is 8,918 units.

By June 30, the whole country is expected to reach 46/63 localities, the overall rate reaching 94.7%, still nearly 6%.

In July 2025, 3 localities registered to complete the project further; 14 localities registered to complete the project on August 25, 2025, and achieved the goal of eliminating all temporary and dilapidated houses nationwide.

The current status of implementing programs to eliminate temporary and dilapidated houses for each target group is as follows: Housing under the sustainable poverty reduction program (managed by the Ministry of Agriculture and Environment) has 10,712 units, accounting for 12.1%. Houses for meritorious people have 1,906 remaining units, accounting for 4.27%. This is a group that needs special focus to be completed before July 27 as directed by the Prime Minister. If localities proactively implement as in the past, this progress can be completely guaranteed. The remaining housing for poor and near-poor households is 4,393, accounting for 3.4%.

Proposal to support funding for localities facing difficulties

Regarding support resources, Minister Dao Ngoc Dung said that for the remaining 5% of regular expenditure savings budget (equivalent to VND975 billion), up to now, implementing the Prime Minister's direction, the Vietnam Fatherland Front and the Ministry of Ethnic Minorities and Religions have coordinated and agreed with the Ministry of Finance to seek the Prime Minister's opinion on adjusting the remaining 5% of regular expenditure savings budget (equivalent to VND975 billion) to support 28 localities facing difficulties.

46 localities have proactively contributed all funds from the local budget to support the construction of houses for meritorious people and martyrs' relatives.

Regarding current difficulties and limitations, the most prominent are some localities that have tried to provide funding but are still facing many difficulties. It is necessary to promptly resolve financial problems for these localities.

To solve the problem of the difference in support levels from two national target programs (sustainable poverty reduction program and development program for ethnic minority and mountainous areas), the Ministry of Ethnic Minorities and Religions has mobilized additional support from socialized sources to supplement support for 14 localities, thereby basically completing the goal of housing support (currently about 10-12%).

Goal of finishing early

After the 4th Session, the Government issued Official Dispatch No. 84/CD-TTg dated June 8, 2025, requesting focus on completing the goal of eliminating temporary and dilapidated houses before August 31, 2025; including supporting housing for relatives of martyrs and people with meritorious services to the revolution before July 27, 2025.

Thus, the goal of finishing 2 months earlier than before is before October 31, 2025 and 4 months earlier than before is the end of 2025, to practically celebrate the 80th anniversary of the successful August Revolution and National Day September 2, the 78th anniversary of the War Invalids and Martyrs Day (July 27).
