The Front must stick to the people, close to the grassroots, maintain "Three Neighbors - Five Right - Four No"
Throughout the history of the Vietnamese revolution, great national unity has always been a precious tradition, a great motivation and source of strength for the nation. Politburo member and National Assembly Chairman Tran Thanh Man always shows deep concern and deep attachment to the work of the Vietnam Fatherland Front and the great national unity movement.
With many years of experience as Chairman of the Central Committee of the Vietnam Fatherland Front, and now Chairman of the National Assembly, he always has special affection for the people, for the great solidarity bloc - the solid foundation of the country.
At the National Great Unity Festival held in Chau Thanh Hamlet, An Ninh Commune, Can Tho City on November 9, 2025, National Assembly Chairman Tran Thanh Man and the people reviewed the 95-year history of the Vietnam Fatherland Front's Traditional Day, the position and role of the Vietnam Fatherland Front in the revolutionary cause of our country.
National Assembly Chairman Tran Thanh Man hopes that the Vietnam Fatherland Front of Can Tho city, An Ninh commune and the Chau Thanh Hamlet Fatherland Front Working Committee will continue to innovate the work of mobilizing people, going deeper and closer, especially implementing the direction of General Secretary To Lam at the Party Congress of the Vietnam Fatherland Front and Central Trade Unions for the 2025-2030 term.
"Cadres, Party members of the Front and mass organizations must be the core core, keeping "three approaches": Near the people, near the grassroots, near the digital space; "five must" is: Must listen, must be dialogue, must be an example, must take responsibility, must report the results; "four no's" is: Not formal, not avoided, not pushed, not left behind", the National Assembly Chairman emphasized and at the same time proposed that the Vietnam Fatherland Front must promote the movement "All people unite to build new rural areas, civilized urban areas", promote the role of self-management of the people, join hands to protect the environment, build a "bright, green, clean, beautiful, safe" area, closely linked with the movement "The whole country is not for the poor - No one is left behind" movement "The whole people are behind" to protect the whole people, "The whole country is safe...
The National Assembly Chairman also noted that "it is necessary to regularly grasp the thoughts and aspirations of the people, promptly reflect them to the authorities for resolution; effectively implement the Grassroots Democracy Regulations, maximize the people's mastery according to the motto of people knowing, people discussing, people doing, people inspecting, people supervising and people benefiting".
Along with that, it is necessary to diversify forms and methods of propaganda among the people; promote propaganda and dissemination of the Resolutions of the Party and the laws of the State among the people so that all people can live and work according to the Constitution and the law.
According to the National Assembly Chairman, the whole country has made efforts to complete the elimination of temporary and dilapidated houses for people. However, after the floods caused heavy damage, hundreds of thousands of houses of people were damaged and had to be rebuilt. The National Assembly Chairman requested the authorities and the Fatherland Front at the grassroots level to pay great attention to taking care of the lives of policy families, meritorious people, poor households, mobilizing and mobilizing resources from the community to care for and help the poor and people in especially difficult circumstances.
Need to promote the role of social supervision and criticism
During his return to the National Great Unity Festival in Ha Nam province (now Ninh Binh province) on the occasion of the 94th anniversary of the Vietnam Fatherland Front's Traditional Day (November 18, 1930 - November 18, 2024), National Assembly Chairman Tran Thanh Man acknowledged that the National Great Unity Festival has become an annual observance, an opportunity to review the glorious tradition of the Front, demonstrating the spirit of national solidarity.
Requesting to better organize the movement "All people unite to build new rural areas, civilized urban areas" launched by the Vietnam Fatherland Front, National Assembly Chairman Tran Thanh Man also noted that he should regularly grasp the thoughts and aspirations of the people, well implement the grassroots democracy regulations, maximize the people's mastery of the people according to the motto "people know, people discuss, people do, people inspect, people supervise and people benefit".
With the role of supervisor, at the meeting to give opinions on 8 important contents approved at the 9th session of the National Assembly Standing Committee, Chairman of the National Assembly Tran Thanh Man said that the greatest role and function of the Front is to implement Resolution 217 and 218 of the Politburo, the function is supervision. Second is social criticism, contributing to Party building. This is an extremely important area for the Front of Associations.
In the context of the country's streamlined and efficient government apparatus, the Front at all levels needs to innovate the content and methods of operation, especially focusing on the grassroots and people. It is necessary to promote the role of supervision and social criticism, contributing to improving transparency in State management; closely coordinate with the National Assembly in collecting public opinions on draft laws, supervision programs and important decisions. The Front is increasingly truly a bridge between the Party, the State and the people, and at the same time an important information channel in building and perfecting policies and laws.
At the recent national conference to disseminate and implement a number of Resolutions of the Politburo, National Assembly Chairman Tran Thanh Man disseminated Resolution No. 66-NQ/TW on innovation in law making and enforcement and said that the National Assembly has passed a Resolution on a number of special mechanisms and policies to create a breakthrough in law making and enforcement to promptly institutionalize the decisions of Resolution 66.
Resolution 66 requires breakthroughs in law enforcement. The law is enforced fairly, strictly, consistently and promptly, closely linked to the law-making process. The Resolution requires promoting the spirit of serving the people of civil servants, ensuring the viewpoint that "people and businesses are allowed to do what the law does not prohibit".
The National Assembly Chairman also emphasized that the Vietnam Fatherland Front, mass organizations and social organizations are actively mobilized to participate in supervising law enforcement and disseminating legal education. The Resolution requires building a culture of law compliance and diversifying policy communication (applying digital technology).
Dr. Nguyen Viet Chuc - former Deputy Chairman of the National Assembly's Committee on Culture, Education, Youth, Youth and Children (now the National Assembly's Committee on Culture and Society) acknowledged that the specific instructions and actions of National Assembly Chairman Tran Thanh Man have clearly affirmed the key role and function of the Vietnam Fatherland Front, which is social supervision and criticism. The Front must stick close to the grassroots, listen to the people speak, make them understand and make them believe.
