In recent years, Yen Nghiep commune (Lac Son district, Hoa Binh province) has focused on disseminating and educating the law (PBGDPL) to the people, especially ethnic minority people. One of the effective solutions is to promote the role of prestigious people - those who are close to the people, understand the people and are trusted and respected by the people.
Prestigious people in the hamlets of Yen Nghiep commune are an important force in propagating and mobilizing people to comply with the Party's guidelines, the State's laws and policies, and live and work according to the Constitution and the law.
A typical example is Mr. Bui Van Minh. in Kha hamlet, has been trusted by the people for many years. Not afraid of difficulties, Mr. Minh always proactively meets and disseminates the law to each household. Thanks to his understanding of Muong customs and practices and proficient use of Muong language, he easily conveyed complex legal contents into easy-to-understand, easy-to-remember words, helping people grasp them quickly.
Mr. Minh shared: "I often encourage people not to get married, not to have a third child, not to arbitrarily encroach on land, not to listen to bad people to incite...
I have to be an example, the family is harmonious so that my words can be convincing".From practical work, prestigious people have actively contributed to the mediation of many small conflicts among the people, contributing to maintaining the village spirit, security and order and stabilizing the area.
The Yen Nghiep commune government has recognized the important role of prestigious people. Currently, the whole commune has more than 10 prestigious people recognized and distributed evenly in the hamlets. This is the core force invited to participate in legal dissemination conferences, training on mediation skills and being provided with legal documents to disseminate to the community.

Mr. Bui Van Manh - Chairman of Yen Nghiep Commune People's Committee - said: "Preditable people are the bridge between the Party, the government and the people. We always pay attention to and coordinate with all levels to organize training and foster legal knowledge so that they can promote their role in the locality well".
Notably, the work of legal dissemination in the commune also received close support from the Lac Son District Justice Department. According to Ms. Bui Thi Ha - Head of the District Justice Department, a prestigious person is a very special force, able to help the government bring the law to the people gently and effectively.
Propaganda is very close and has a widespread influence for prestigious people who speak ethnic languages and understand local customs. The Department of Justice regularly organizes thematic training, provides documents, and coordinates the implementation of model points to replicate good practices from Yen Nghiep commune, Ms. Ha affirmed.
Not only participating in propaganda, prestigious people also mobilize people to build cultural life, preserve national identity, develop household economy, and participate in the movement to build new rural areas.
From specific and practical actions, prestigious people in Yen Nghiep commune are increasingly affirming their role as the "extended arm" of the government, a solid spiritual support in the community. Thanks to that, people's awareness of law compliance is enhanced, many cases are resolved at the grassroots level, contributing to building a stable, united, affectionate and sustainable society.
