Removing difficulties in arranging and streamlining the organization of the Vietnam Fatherland Front and socio-political organizations

The Standing Committee of the Central Committee of the Vietnam Fatherland Front (VFF) has just held a conference to reflect difficulties, obstacles and solutions to overcome the arrangement and streamlining of the VFF apparatus, socio-political organizations, and mass organizations assigned by the Party and the State.

The conference was chaired by Ms. Nguyen Thi Thu Ha - Member of the Party Central Committee, Vice President - General Secretary of the Central Committee of the Vietnam Fatherland Front; Ms. Ha Thi Nga - Member of the Party Central Committee, Vice President of the Central Committee of the Vietnam Fatherland Front; Ms. Nguyen Thi Tuyen - Member of the Party Central Committee, Vice President of the Vietnam Fatherland Front Committee, President of the Vietnam Women's Union chaired the conference.

The summary report on the implementation of the organizational arrangement, operation and difficulties of the Vietnam Fatherland Front, socio-political organizations, and mass organizations assigned by the Party and the State at the provincial and commune levels when implementing clearly states the Party work, according to Instruction No. 31-HD/BTCTW dated May 23, 2025 of the Central Organizing Committee, the Party Committee of the Provincial Fatherland Front Committee was established and under the Party Committees of the Party agencies of the province. This model has revealed some difficulties during the implementation process. Due to the nature of the Vietnam Fatherland Front as an organization of political alliance, voluntary association, operating in a profound political and social manner, requiring direct, comprehensive and regular leadership and direction of the Provincial Party Committee Standing Committee, especially for the important political tasks of the Vietnam Fatherland Front.

Regarding the apparatus structure, at the provincial level, there is still no national consensus on the assignment of staff to the provincial-level Vietnam Fatherland Front Committee (working staff at the Office and the Agencies of the Vietnam Fatherland Front Committee). Currently, some localities directly hand over separate positions to the Vietnam Fatherland Front of the province, socio-political organizations at the provincial level, not hand over general positions to the provincial Vietnam Fatherland Front Committee (including positions of socio-political organizations of the province). Therefore, the Vietnam Fatherland Front Committee at the provincial level has difficulty in developing working regulations for the agency, promulgating the functions and tasks of affiliated departments and units; operating the agency apparatus; managing and transferring cadres between departments to perform tasks.

At the commune level, during the arrangement and merger process, there is still a situation where due to not being able to perfect and arrange appropriate personnel at some member organizations at the commune level, organizations cannot operate independently, causing limitations in organizing movement activities and coordination programs with the Vietnam Fatherland Front at the commune level in that locality.

Regarding facilities, equipment, and working conditions, at the provincial level, after the merger, the number of cadres, civil servants, and workers increased while the current headquarters infrastructure of the Vietnam Fatherland Front Committee at the provincial level of many localities was still limited, not meeting the needs of offices. Specialized departments have to work in many different headquarters, causing difficulties in operations, coordination and professional exchange. The equipment for work is still not synchronous, some are degraded or damaged, affecting work efficiency.

In communes, wards, and special zones, many units still face difficulties in terms of facilities and working conditions. The office is cramped and degraded; equipment for operations has not been fully invested, lacking synchronization, and is of poor quality. For some specific units with large areas, scattered population, and difficult traffic conditions (especially mountainous communes and ethnic minority areas), grasping the situation of public opinion, the aspirations of the people and implementing grassroots movement activities faces many obstacles.

Discussing at the conference, regarding Party work, Vice President - General Secretary Nguyen Thi Thu Ha said that the activities of the Party Committee of the Vietnam Fatherland Front at the provincial level need to ensure the direct, comprehensive and regular leadership of the Provincial Party Committee Standing Committee and the City Party Committee.

Regarding recommendations on the establishment of a Party organization under the Provincial Party Committee Standing Committee, the Politburo will decide on this issue, the Standing Committee of the Vietnam Fatherland Front Committee will gather and reflect at the sessions, Vice President - General Secretary Nguyen Thi Thu Ha informed and said that the Central Committee of the Vietnam Fatherland Front will propose the Central Organizing Committee to advise the Secretariat to direct provincial and municipal Party Committees to study and supplement the Working Regulations of provincial and municipal Party Committees to allow the Party Committee of the Vietnam Fatherland Front Committee at the provincial level to directly report and submit some work contents to the Standing Committee of the Provincial Party Committee and the City Party Committee.

Regarding the content that some provinces have not agreed on the assignment of staff by the Provincial Vietnam Fatherland Front Committee, Vice President - General Secretary Nguyen Thi Thu Ha said that currently, the unit for staffing and funding at the central level only has one unit assigned by the Central Committee of the Vietnam Fatherland Front, not to socio-political organizations. This is the basis for assigning a unit to the provincial Front.

However, it is necessary to clarify the relative independence and dependence of socio-political organizations. The Central Government is currently drafting a number of documents on model regulations, working relationships, and some contents on finance and assets. In addition, many other contents are also under construction and are basically striving to be completed before August 20, 2025.

According to Vice Secretary General Nguyen Thi Thu Ha, Decision 304-QD/TW of the Politburo clearly stated that the Central Committee of the Vietnam Fatherland Front will orient the operation and management of staffing, management of finance, and general management of assets of socio-political organizations. However, socio-political organizations are still relatively independent, have their own legal status, have their own accounts and seals, have their own charter and organize congresses by term.

Sharing the difficulties that localities have reflected regarding finance, assets and working conditions, Vice President - General Secretary Nguyen Thi Thu Ha suggested that the Front of localities need to synthesize and have official opinions with the Standing Committee of the Provincial Party Committee, the City Party Committee, and the local government Party Committee to create favorable conditions for the Front and socio-political organizations to operate.

Vice President - General Secretary Nguyen Thi Thu Ha also said that the Vietnam Fatherland Front Committee will join hands to support localities. Based on reports from provinces and cities, if the localities are truly facing difficulties, the Central Government will have appropriate forms of support, especially for disadvantaged communes and remote areas. Right now, it will be support for digital transformation.

Regarding problems related to financial mechanisms, Vice Chairwoman - General Secretary Nguyen Thi Thu Ha said that according to Regulation No. 301-QD/TW dated June 9, 2025 of the Secretariat on functions, tasks, and organization of the apparatus of the Vietnam Fatherland Front Committee at the provincial and commune levels, the principle is clearly stated: Ensuring the leadership of the Party Committee; effectively organizing the implementation of the functions and tasks of the Vietnam Fatherland Front and socio-political organizations operating according to the Charter of each organization and regulations of the Party and State relevantly, with their own seals and accounts, ensuring the principle of socio-political organizations operating under the Vietnam Fatherland Front, while promoting the effectiveness, proactiveness, and creativity of each organization ( relatively independent).

Vice President - General Secretary Nguyen Thi Thu Ha believes that after the Conference, difficulties and obstacles will be resolved, contributing to bringing the Front's work to a new page, a new apparatus, new vitality, new energy, and new results.
