On the afternoon of June 25, the closing session of the 13th National Congress of the Ho Chi Minh Communist Youth Union took place.
The 13th National Congress of the Ho Chi Minh Communist Youth Union, term 2026 - 2031, approved the goals, key targets, tasks and main solutions for Youth Union work and youth and children's movements for the 2026 - 2031 term.
The general goal in the next term is to build a new generation of youth with revolutionary ideals; patriotism; bravery, ambition, good morality; deep knowledge, healthy physique and a soul rich in Vietnamese cultural identity, becoming global citizens with Vietnamese soul, contributing to building and protecting the Fatherland.
Building a comprehensively strong Youth Union organization, truly a reliable reserve team of the Party, a revolutionary shock force, a socialist school of youth, representing the care and protection of the legitimate and lawful rights and interests of youth. Innovating and improving the quality, content, and methods of Youth Union activities associated with the country's development goals.
The youth movement has become an environment for young people to mature in ideals, ethics, capacity and responsibility; a place to discover typical factors, good models, and effective ways of doing things.
Promoting the spirit of dedication, the pioneering and proactive role of youth in socio-economic development, ensuring national defense and security, international integration; developing science and technology, innovative startups, digital transformation; pioneering in green transformation and sustainable development; protecting the Party's ideological foundation, fighting against wrong and hostile views; participating in preventing and reducing the rate of crime among youth.
13 key targets for the term:
1. 100% of Youth Union officials and members are trained, thoroughly grasped and meet the requirements in the inspection and evaluation of learning and thoroughly grasped results; 80% of young people are propagated and disseminated about the Party's and Youth Union's resolutions, policies and laws of the State.
2. 100 million turns of union members and youth participate in volunteer activities organized by the Union and Association in the period 2026 - 2031.
3,000,000 youth projects at all levels participate in developing, applying science and technology, innovation and digital transformation.
4. Every year, 100% of commune, ward, and special zone unions eliminate at least 01 black spot of environmental pollution, while maintaining sustainable results achieved.
5. Annually, 100% of provincial-level Youth Unions implement at least 01 youth project to support the construction or upgrading of people's infrastructure in communes, wards and special zones in border and island areas.
6. Every year, 100% of commune-level Youth Unions implement the model of youth participating in maintaining security and order, and preventing crime in the locality.
7. At least 80% of young people participate in activities to improve digital capacity and use science and technology organized by the Youth Union, Association, and Team.
8. At least 750 innovative startup projects of young people are supported with output products/output services.
9. 10 million young people participate in training programs to improve their foreign language proficiency and international integration organized by Youth Unions, Associations, and Teams.
10. 4 million children in difficult circumstances are supported by Youth Unions, Associations, and Teams at all levels.
11. Every year, 100% of information about union members and union officials at all levels is digitized on the Union Member Management Software.
12. The rate of youth unity and gathering reached 80%.
13. 50% of union members are rated as excellently completing their tasks. 1 million outstanding union members are introduced to the Party for consideration and admission.
Deploying and implementing tasks and solutions to promote the intelligence and youthfulness of young people through the "Vietnamese Youth Pioneer in the New Era" movement with 5 pioneers:
1. Pioneering the development of science and technology, innovation and digital transformation.
2. Pioneering startups, developing the country's economy.
3. Pioneering international integration.
4. Pioneering in community volunteer activities.
5. Pioneering in participating in protecting the Fatherland and security and order in the area.
Implement solutions to accompany and care for youth and children through the "Comprehensive Development of Vietnamese Youth" Program in the following aspects: study; physical training and development; improving spiritual and cultural life.
Persistently implementing important tasks of the Youth Union are: propaganda and education; Youth Union building work, expanding the solidarity front to gather young people; tasks in charge of the Ho Chi Minh Youth Union, protecting, caring for, and educating teenagers and children; work to participate in building and protecting the Party and the political system.
5 breakthrough tasks in the term
1. Strongly innovate the operating methods of the Youth Union in accordance with the new organizational model.
2. Supporting the improvement of digital capacity, artificial intelligence, science and technology, contributing to improving the quality of young human resources.
3. Encourage and support youth startups, especially innovative startups associated with private economic development, contributing to the implementation of the country's economic growth goals.
4. Focus on building a contingent of youth union officials with political bravery, morality, responsibility, capacity, prestige, pioneering, exemplary, close to youth, close to grassroots levels; pay attention to training, cultivating, and practicing revolutionary ethics for the contingent of youth union officials. Improve the quality of commune, ward, and special zone youth union officials.
5. Strengthen the capacity to manage and coordinate volunteer activities for the contingent of cadres of the Ho Chi Minh Communist Youth Union, the Vietnam Youth Federation, and the Vietnam Student Association at all levels.
Continue to implement 7 Programs and Projects approved by the Prime Minister, promulgated by the Secretariat of the Central Youth Union, including:
1. Program "Educating revolutionary ideals, ethics, and cultural lifestyles for young people in cyberspace in the period 2022 - 2030".
2. Project "Discovering, nurturing and promoting Vietnamese Young Talents in the period 2022 - 2030".
3. Program "Supporting Youth Startups in the period 2022 - 2030".
4. Program "Supporting the improvement of foreign language skills and international integration for Vietnamese youth and children in the period 2022 - 2030".
5. Program "Strengthening management capacity, coordinating volunteer activities for cadres of the Ho Chi Minh Communist Youth Union, Vietnam Youth Federation, Vietnam Student Association at all levels, period 2022 - 2030".
6. Project "Training cadres of the Ho Chi Minh Communist Youth Union" for the period 2023 - 2027.
7. Project "Vietnamese youth accompanying youth in border areas in the period 2025 - 2030".
The Congress assigned the 13th Central Committee of the Youth Union, term 2026 - 2031, to develop a specific and practical action program to successfully organize the implementation of the goals, tasks and solutions for Youth Union work and youth and children's movements in the 2026 - 2031 term.
