Speaking at the 10th National Congress of the Vietnam Fatherland Front (VFF) for the 2024-2029 term, General Secretary To Lam emphasized more than ever the role of the Front in gathering the strength of the people, especially in the era of science and technology. We are living in an era of strong digital transformation around the world.
The Internet, social networks and digital platforms have changed the way people receive information, connect and express their opinions.
In daily life, people use online public services, remote meetings, and share opinions through social networks, showing that technology has penetrated every corner of life.
That context poses an urgent need: The Vietnam Fatherland Front must proactively transform digitally, innovate operating methods, and bring the Front's activities closer to the people, faster and more effectively. Not stopping at upgrading the management system, digital transformation also aims at a larger goal: consolidating the great national unity bloc through technology.
The new era knocks on
Along with the rapid development of science and technology globally, the digital social environment is changing the way people access information and participate in social activities. Vietnam has more than 79.8 million Internet users, equivalent to nearly 78.8% of the population; has 76.2 million social media users, accounting for more than 75% of the population. Not only the numbers, it is a testament to the strong change in people's behavior, from information access to communication and expressing opinions. Social networking platforms such as TikTok, Instagram or Facebook have become places where public opinion is formed, where social issues are shared and spread.
In that context, the great national unity bloc cannot be built only on traditional methods. Solidarity is not only a spirit, but also a presence in the digital space, where people express their voices. The Vietnam Fatherland Front needs to enter the digital environment with a proactive mindset, changing thinking and approaches so as not to fall behind the country's transformation.
On September 16, 2025, at the Conference on direct online coordination with the Central Committee of socio-political organizations and the Vietnam Fatherland Front Committees of provinces and cities on digital transformation and the Digital Front, Ms. Nguyen Thi Thu Ha - Vice President, General Secretary of the Central Committee of the Vietnam Fatherland Front noted that socio-political organizations need to speed up the integration of information and data systems into national systems and data; speed up the reception and processing of people's reflections and recommendations through the Digital Front platform; speed up propaganda work so that people know and reflect, recommend, and express their aspirations to the Vietnam Fatherland Front and socio-political organizations at all levels; promptly handle feedback and recommendations quickly and accurately, ensuring the satisfaction of each citizen.
The Central Committee of the Vietnam Fatherland Front has developed a Digital Transformation Project for the period 2025 - 2030, with a vision to 2035; surveying infrastructure in localities and upgrading the network system, ensuring consistency across the entire system. An important breakthrough is the pilot of the "Digital Front" platform on August 15, 2025 with two main applications: unified online database and software for receiving and processing people's petitions. This database allows the management of information from the central level to villages, hamlets, and residential groups; at the same time, the system receives and processes feedback and recommendations to facilitate people to directly send their opinions to the Front at all levels.
After only one month of implementation, the system achieved impressive results: 34/34 provinces and cities updated the list of villages and hamlets; more than 61,000 grassroots units had data entered; more than 7,000 provincial-level cadres and more than 270,000 commune-level cadres were updated to the system. This connection creates a "digital ecosystem" that helps the Front monitor and grasp information in a timely manner, thereby quickly resolving people's petitions.
Digital transformation and great national unity
The biggest goal of digital transformation in the Vietnam Fatherland Front system is not technology but people. When every citizen can access technology, speak up and easily send opinions to the authorities, the strength of national unity will be promoted more strongly than ever.
In a digital society, any individual can become a connecting point, share information, contribute ideas and participate in community building. The National Digital Transformation Program aims to build a digital social platform, aiming for all citizens to have the ability to access, use and create digital content. Every citizen has the right to participate in the process of policy making, supervision and social criticism on the technology platform.
However, there are still more than millions of people who have not fully participated in the digital environment. In many remote areas, there are still many villages and hamlets that do not have telecommunications signals. When people do not have infrastructure or digital skills, the information gap will increase, unintentionally creating separation in access to knowledge and participation in social activities.
To solve this gap, the Vietnam Fatherland Front has launched the "digital education civil rights" movement, helping people get acquainted with technology, from simple operations such as installing applications to using platforms to express opinions. Technology is no longer the territory of the group of people with technical expertise, but has become a mass tool for all people to participate in building and defending the country.
At the same time, in cyberspace, the risk of division in the great national unity bloc is increasing. Hated elements take advantage of social networks to spread false information, distort guidelines and policies, and incite conflicts. The Vietnam Fatherland Front clearly defines its mission: Strengthening propaganda, helping people raise awareness and skills to identify false information. When each citizen has a critical thinking, knows how to analyze and verify sources, the strength of solidarity will become a national protective "shield" in the digital space.
Digital transformation in the Front system does not stop at electronic document management or online meetings. The Front is building a unified electronic data warehouse, digitizing all documents, monitoring records, social criticism and voters' recommendations. All destination documents are done online with the personal digital signature of the staff. When people send feedback via social networks, email, Zalo or the Front's digital platform, the information is received and processed quickly. Thereby, building people's trust in the political system.
Digital transformation opens up opportunities for the Vietnam Fatherland Front to consolidate and promote the strength of national unity in the new era.
When technology becomes a tool for people to express their voices, participate in policy making and supervise the activities of public authorities, the great solidarity bloc will become stronger than ever. This is a strategic step to protect and develop the country in the digital age.
