On October 13, the Vietnam Fatherland Front Committee (VFF) of Hanoi held a conference on social criticism of 3 draft resolutions of the City People's Council (HDND) regulating urban renovation and embellishment in Hanoi.
Member of the Standing Committee of the City Party Committee, Chairman of the Vietnam Fatherland Front Committee of Hanoi Nguyen Lan Huong and Vice Chairman of the Vietnam Fatherland Front Committee of Hanoi Pham Anh Tuan co-chaired the conference.
The resolutions aim to concretize Articles 20 and 29 of the Capital Law 2024, remove obstacles in urban renovation, and at the same time stipulate policies to speed up the progress of urban renovation, renovation and renovation of apartment buildings in Hanoi.
The conference focused on giving comments on 3 draft resolutions including:
- Regulations on the implementation of urban renovation and embellishment projects in Hanoi.
- Regulate a number of policies on compensation, support, and resettlement when implementing projects to renovate, beautify urban areas, renovate, and rebuild apartment buildings in the area.
- Regulate a number of measures to support and encourage the implementation of urban renovation and embellishment projects and valuable architectural works.
Delegates highly appreciated the issuance of the 3 resolutions, saying that this is a necessary step, in line with the Capital Law 2024 and related laws.
Chairman of the Vietnam Fatherland Front Committee of Hanoi - Nguyen Lan Huong said that 3 resolutions will be submitted to the Hanoi People's Council at the December 2025 session.

Regarding the draft resolution regulating compensation, support and resettlement policies, many opinions said that the current regulation still has potential problems. Although the compensation price has been calculated closer to the market price, it is still significantly lower than the actual price and needs to be thoroughly resolved. In addition, the policy has not clarified the mechanism for preserving livelihoods for business households on the first floor; there should be clear regulations on the purchase or rental of commercial service areas in new projects.
Regarding the draft resolution on measures to support and encourage the implementation of urban renovation and embellishment projects and valuable architectural works, some opinions said that the incentive mechanism has not clarified the linkage between incentives and public service or conservation results. For example, if you are granted land incentives, it is necessary to specifically regulate the ratio of public space or social housing area to be reserved. In addition, the lack of priority lists and project scoring criteria can lead to a lack of transparency in the selection process.
Dr. Architect Dao Ngoc Nghiem - Vice President of the Vietnam Urban Planning and Development Association - commented that the 3 resolutions are still disjointed and need to be revised in structure to ensure connectivity, in which the resolution on urban renovation and embellishment should play a " frame" role, while the remaining two resolutions are the concretization part.
Associate Professor, Dr. Bui Thi An - Deputy Head of the Economic Advisory Council of the Vietnam Fatherland Front Committee of Hanoi City - said that although the city has built a fairly clear policy framework associated with specific land prices, compensation prices are still much lower than the market, making it difficult for people to qualify to buy new housing; at the same time, there is no flexible mechanism for specific areas such as the old town, heritage areas or old collective housing areas with architectural value.
To meet practical requirements, Chairman of the Vietnam Fatherland Front Committee of Hanoi Nguyen Lan Huong suggested that the drafting agency organize more conferences with experts and scientists to absorb, improve and improve the quality of documents.
The Vietnam Fatherland Front Committee of Hanoi City agreed that the issuance of resolutions is necessary, contributing to solving the problems that the people are looking forward to, ensuring the harmony of interests between the State, investors and people, while enhancing the effectiveness and efficiency of management of authorities at all levels.
Regarding the investor attraction policy and the specific mechanism of the Capital, delegates suggested ensuring a strict implementation process, avoiding arbitrariness or policy abuse.
The implementation process needs to clearly stipulate decentralization, authorization, and supplementation of responsibilities of people and businesses; clearly identify implementation phases, and strengthen the role of commune-level authorities. At the same time, it is necessary to ensure publicity and transparency in controlling the construction rate, population growth, as well as accompanying social infrastructure, Ms. Nguyen Lan Huong emphasized.
