The Minister of Home Affairs identified 6 key groups of tasks and solutions in the coming time:
First, perfect the institutional system and policies. Continue to improve the institutional system and policies in all fields to unlock all resources for the most comprehensive, inclusive and effective development.
In particular, continue to improve the organization of the apparatus and staffing. Recently, laws such as the Law on Government Organization, the Law on Organization of Local Government, the Law on Cadres and Civil Servants and finally the Law on Public Employees have been passed.
Second, improve the quality of the team of cadres, civil servants and public employees. This is a decisive factor. It is necessary to focus on re-planning the team of cadres, civil servants, and public employees.
At the same time, there are specific measures to restructure according to job positions and improve the quality of the staff and civil servants to meet the requirements of the state administration in general and of local governments at both levels in particular.
Minister Pham Thi Thanh Tra emphasized the development of functions, tasks, and powers, especially the determination of job positions to determine the number of job positions.
