After more than 3 months of operation, local authorities at both levels have operated smoothly, without interruption, initially effective and efficient. However, there are still initial difficulties when restructuring an overall system that has existed for 80 years.

The Minister of Home Affairs identified 6 key groups of tasks and solutions in the coming time:

First, perfect the institutional system and policies. Continue to improve the institutional system and policies in all fields to unlock all resources for the most comprehensive, inclusive and effective development.

In particular, continue to improve the organization of the apparatus and staffing. Recently, laws such as the Law on Government Organization, the Law on Organization of Local Government, the Law on Cadres and Civil Servants and finally the Law on Public Employees have been passed.

Second, improve the quality of the team of cadres, civil servants and public employees. This is a decisive factor. It is necessary to focus on re-planning the team of cadres, civil servants, and public employees.

At the same time, there are specific measures to restructure according to job positions and improve the quality of the staff and civil servants to meet the requirements of the state administration in general and of local governments at both levels in particular.

Minister Pham Thi Thanh Tra emphasized the development of functions, tasks, and powers, especially the determination of job positions to determine the number of job positions.

Third, focus on effective implementation of decentralization, delegation of authority, and division of authority. It is necessary to continue reviewing once again so that localities can implement, meet requirements, and adjust to the most appropriate extent possible.

Fourth, strongly reform administrative procedures. Cut down and simplify administrative procedures to better serve people and businesses. The goal is to create development and serve the people.

Fifth, applying science and technology, innovation and digital transformation. This is one of the very fundamental issues.

According to the Minister of Home Affairs, to have a modern, professional, efficient, effective and efficient state administration, it is very important to pay attention to this issue to create strong and synchronous digital transformation, build a digital society, digital citizens, build a digital government, digital government.

"When applying AI, it will do the best job, reducing staff," said the Minister.

Sixth, focus on infrastructure investment. When rearranging provincial-level administrative units as well as building a 2-level local government, no longer at the district level, we must continue to focus on prioritizing the infrastructure system and socio-economic, especially connecting transport infrastructure to make travel more convenient and create momentum for development.
