Updated from the National Center for Hydro-Meteorological Forecasting, at 4:00 p.m. on November 5, the center of storm No. 13 was at about 12.1 degrees north latitude; 117 degrees east longitude, about 300 km east-northeast of Song Tu Tay Island, about 880 km east-southeast of Quy Nhon (Gia Lai). The strongest wind near the storm center is level 14 (150-166 km/h), gusting to level 17. The storm is moving west-northwest at a speed of about 25 km/h.

It is forecasted that in the next 24 hours, the storm will move west-northwest, at a speed of about 25 km/h and is likely to maintain strong intensity.
At 4:00 p.m. on November 6, the center of the storm was at about 13.5 degrees north latitude; 110.9 degrees east longitude, about 200 km east-southeast of Quy Nhon (Gia Lai). Strong wind level 14, gust level 17.
The danger zone has latitude of 10-16 degrees north; longitude 109.5-119 degrees east. The natural disaster risk level is level 4 for the area between the East Sea (including the northern sea area of Truong Sa special zone) and the offshore sea area from Quang Ngai to Dak Lak (including Ly Son special zone). Level 3 for the sea area from South Quang Tri to Da Nang City (including Cu Lao Cham Island) and Khanh Hoa.
It is forecasted that in the next 36 hours, the storm will continue to move west-northwest, at a speed of about 25 km/h and gradually weaken.
At 4:00 a.m. on November 7, the center of the storm was over the mainland of Quang Ngai - Gia Lai provinces. Strong wind level 10, gust level 12.
The danger zone narrowed to the west of the 113th parallel east in the area with a latitude of 12-16 degrees north. Level 4 natural disaster risk in the western sea area between the East Sea and the sea area from Quang Ngai to Dak Lak (including Ly Son special zone), mainland east of the provinces from Quang Ngai to Dak Lak. It is forecasted that in the next 48 hours, the storm will move deep into the mainland and weaken into a tropical depression, then a low pressure area in the eastern part of Thailand. Heavy rain in the Central region will start tomorrow, strong winds from tomorrow evening
Regarding strong winds, from the evening of November 6, coastal areas from South Quang Tri to Da Nang City and the east of provinces from Quang Ngai to Dak Lak will have winds gradually increasing to level 6-7, then increasing to level 8-9, near the storm center level 10-12, gusting to level 14-15.
From the evening and night of November 6, the western provinces from Quang Ngai to Dak Lak and the northern area of Khanh Hoa will have winds gradually increasing to level 6-7, near the storm center level 8-9, gusting to level 11.
Regarding the rainfall, from November 6-7, the area from Da Nang City to Dak Lak will have very heavy rain, with rainfall of 200-400mm/ods, some places over 600mm/ods; the area from South Quang Tri to Hue City, Khanh Hoa and Lam Dong will have rain of 150-300mm/ods, some places over 450mm/ods. From November 8, rain in the above areas will decrease.
From November 7-8, the area from Bac Quang Tri to Thanh Hoa will have rain of 50-150mm/ods, some places over 200mm/ods. Warning of the risk of heavy rain with rainfall greater than 200mm/3 hours. It is necessary to be on guard against thunderstorms, whirlwinds and strong gusts of wind both before and during the storm's landfall.
At sea, the central East Sea area (including the sea area north of Truong Sa special zone) has strong winds of level 8-11, near the storm center level 12-14, gusts of level 17, waves 5-7m high, near the storm center 8-10m high, the sea is very rough.
From early morning on November 6, the sea area from South Quang Tri to Khanh Hoa (including Ly Son special area, Cu Lao Cham island) will have winds gradually increasing to level 6-7, then increasing to level 8-11; waves 3-5m high; the area near the storm's eye will have waves 6-8m high, the sea will be very rough.
Coastal areas from Hue City to Dak Lak have storm surges of 0.3-0.6m high, with the risk of flooding low-lying areas, waves of dike overflow, coastal erosion, affecting aquaculture areas and boat activities.
