At 4:00 AM on August 23, the storm center was located at about 20.8 degrees North latitude - 107.9 degrees East longitude, over the sea area of Quang Ninh - Hai Phong, about 110km east of Quang Ninh, about 130km east of Hai Phong, about 80km north of Bach Long Vi special zone. The strongest wind near the storm center was level 8 (62-74 km/h), gusting to level 10.
Forecast for the next 24 hours, the storm will move in a South-Southeast direction, at a speed of about 3 km/h.
By 4:00 AM on August 24, the storm's center will be located at about 20.2 degrees North latitude - 108.1 degrees East longitude; over the Bach Long Vi special zone sea area, about 160km east-southeast of Hai Phong. Wind intensity is strong at level 8, gusting at level 10.
Forecast for the next 48 hours, the storm will move in an East-Southeast direction, at a speed of 3-5 km/h and is likely to strengthen further.

Regarding the impact of the storm at sea, the Gulf of Tonkin area (including special zones: Bach Long Vi, Van Don, Co To, Cat Hai; Hon Dau island), the coastal sea area of Quang Ninh and Hai Phong provinces has strong winds at level 6-7, the area near the storm center passing through strong at level 8-9, gusts at level 11; sea waves are 2-4m high; very rough seas.
