Sending a question to the Forestry and Forest Protection Department, Ministry of Agriculture and Environment, reader N.V.H (Hung Yen) said: "I have a need to raise, care for, and conserve Vietnamese crested bulbuls.
I propose that functional agencies guide and answer current legal regulations related to the raising, ownership and care of ornamental birds, especially native bird species.
Necessary procedures (if any) for me to register, declare or apply for a license when raising a large number or participating in breeding, raising for conservation; list of wild animal species allowed/not allowed to be raised, so that I avoid violating the law.

Regarding this issue, the Forestry and Forest Protection Department, Ministry of Agriculture and Environment answers as follows:
Current legal regulations on the management of ornamental bird farming and ownership
Circular No. 85/2025/TT-BNNMT dated December 31, 2025 of the Minister of Agriculture and Environment stipulating the management of endangered, precious, rare species, common forest animal species and the implementation of the Convention on International Trade in Endangered Species of Wild Fauna and Flora, which stipulates the management of raising endangered, precious, rare animals prioritized for protection, endangered, precious, rare forest animals, animals under the CITES Appendix and common forest animals, including ornamental birds.
Circular No. 26/2025/TT-BNNMT dated June 24, 2025 of the Minister of Agriculture and Environment regulating the management of forest products; handling forest and aquatic products as assets established for all people's ownership, amended and supplemented in Article 20 of Circular No. 84/2025/TT-BNNMT dated December 31, 2025 of the Minister of Agriculture and Environment detailing a number of contents of the Forestry Law and amending and supplementing a number of Circulars in the field of forestry and forest protection, including regulations on origin dossiers; dossiers when buying, selling, transferring ownership, transporting domestically and exporting; dossiers at business establishments, keeping, raising endangered, precious, and rare animals prioritized for protection, endangered, precious, and rare forest animals, animals belonging to the CITES Appendix and ordinary forest animals, including ornamental birds (Points 2, Section 3 and Section 4 of Chapter II of Circular No. 26/2025/TT-BNNMT).
Crested bulbuls are ordinary forest animals. Therefore, organizations and individuals raising this species must comply with the provisions of Article 24 of Circular No. 85/2025/TT-BNNMT and ensure dossiers according to the provisions of Circular No. 26/2025/TT-BNNMT.
Procedures for registration, declaration, and application for conservation farming and breeding permits

For common forest animals:
According to the provisions of Article 24 of Circular No. 85/2025/TT-BNNMT, organizations and individuals raising ordinary forest animals, including crested bulbuls, are not required to register an establishment code (apply for a farming permit), but must comply with the following regulations:
First, have legal origin records as prescribed in Circular No. 26/2025/TT-BNNMT dated June 24, 2025 amended and supplemented in Article 20 of Circular No. 84/2025/TT-BNNMT;
Second, ensure safety for humans; comply with the provisions of environmental and veterinary laws. For species that have standards and regulations on barns and farms issued by competent State agencies, they shall be implemented according to those standards and regulations; in cases where there are no standards or regulations on barns and farms, encourage farm owners to self-issue and apply basic standards or apply international standards and be responsible before the law for the application of those standards;
Third, prepare, record accurately, fully, and promptly information into the Farming Monitoring Book according to Form No. 10 Appendix II issued together with Circular No. 85/2025/TT-BNNMT;
Fourth, notify the local Forest Protection Department according to Form No. 11 Appendix II issued together with Circular No. 85/2025/TT-BNNMT with a copy of the animal's origin dossier within a maximum of 3 working days, from the date of bringing ordinary forest animals to the farm for monitoring and management.
