As of the morning of October 31, 24 people have died and gone missing, nearly 117,000 homes are still deeply flooded in the Central provinces.

According to the Quick Report of the Department of Dyke Management and Natural Disaster Prevention and Control (Ministry of Agriculture and Environment), as of the morning of October 31, floods have claimed the lives of 13 people (Quang Tri 1, Hue 2, Da Nang 8, Lam Dong 2) and left 11 people missing (Quang Tri 1, Hue 6, Da Nang 4). 34 injured people are being treated.

56 houses were completely collapsed, 147 houses were severely damaged, 116,789 houses are deeply flooded in Quang Tri, Hue, Da Nang and Lam Dong provinces.

More than 4,871 hectares of rice and crops were flooded, 17,761 livestock and poultry died and were swept away. 11 key national highways are still congested due to flooding and landslides. The North-South railway system through Hue has been blocked, causing many trains to be temporarily suspended.

In the past 3 days, many places in the Central Central region have had common rainfall from 400-600mm, especially some places over 1,000mm. Some stations recorded record rainfall such as: Dinh Bach Ma (Hue) 1,497mm, Ky Anh (Ha Tinh) 886mm, Ba Don (Quang Tri) 804mm.

On the morning of October 31, floods on the Gianh River (Quang Tri) are continuing to rise rapidly, forecast to peak below alert level 3 (BD3). Floods on rivers in Hue and Da Nang, although decreasing, still remain high above BD2.

The meteorological agency warned that heavy rain will continue until November 4. From now until November 5, on rivers from Nghe An to Quang Tri, there is a possibility of a new flood, the flood peak may reach level BD2-BD3, even rivers above BD3.

Previously, Prime Minister Pham Minh Chinh had continuously issued telegrams, chaired online meetings and decided to provide emergency support of 350 billion VND to 3 localities (150 billion VND for Hue, 100 billion VND for Quang Tri, 100 billion VND for Quang Ngai) to overcome the consequences. General Secretary To Lam sent a letter of encouragement to people, officers and soldiers in flooded areas. At the same time, Standing member of the Secretariat Tran Cam Tu and Deputy Prime Ministers Tran Hong Ha, Mai Van Chinh, and Ho Quoc Dung directly visited flooded localities to visit people and direct response work.

The Ministry of National Defense deployed over 28,942 officers, soldiers and 479 vehicles, while the Ministry of Public Security mobilized more than 38,000 officers, soldiers and forces on the ground to support people in evacuation, ensuring security and order.

To date, localities have urgently evacuated 8,121 households/26,540 people from the danger zone. The work to overcome the consequences such as cleaning, repairing roads, restoring electricity and water is being urgently carried out in areas where the water has receded. In Hue city, 168 schools have qualified to welcome students back from October 31.
