On October 31, continuing the 10th Session program, the National Assembly listened to General Luong Tam Quang - Politburo member, Minister of Public Security - present the Report on the projects: Law amending and supplementing a number of articles of the Law on Defense Industry, Security and Industrial Mobilization; Law on Cyber Security; Law on Protection of State Secrets (amended); Law amending and supplementing a number of articles of 10 laws related to security and order.

According to the draft, the Law on Cyber Security stipulates activities to protect national security, ensure social order and safety, and protect the legitimate rights and interests of agencies, organizations, and individuals in cyberspace.
Ensure information security, data security, information system safety; responsibilities of relevant agencies, organizations and individuals.
The Ministry of Public Security is responsible for ensuring information security in cyberspace, data security; building an IP identification management mechanism; authenticating digital account registration information; warning and sharing network security information, network security threats.
Minister of Public Security Luong Tam Quang said that the draft adds regulations on ensuring data security; on the responsibility for identifying IP addresses and providing them to specialized forces for network security protection.
According to the draft law, enterprises providing cyberspace services are responsible for identifying the Internet address (IP address) of organizations and individuals using Internet services, providing them to the specialized network security protection force for management to serve the work of ensuring network security.
At the same time, coordinate and follow the requirements and instructions of the specialized cybersecurity protection force under the Ministry of Public Security to establish a system for connecting and connecting technical transmission lines, data transmission and meet other necessary conditions to deploy solutions and measures to protect network security.

Reviewing this content, Chairman of the National Defense, Security and External Affairs Committee Le Tan Toi said that the inspection agency proposed to review to fully supplement the prohibited acts.
Especially acts of using artificial intelligence to create, edit, and spread false information, fake identities to defame, defraud, and damage national security and social order.
Regarding the conditions for ensuring cyber security and the responsibility of agencies, organizations and individuals in ensuring cyber security, the Committee for National Defense, Security and External Affairs proposed to assess the feasibility of the regulation "Current cyber security protection costs... must ensure at least 10% of the total cost of implementing projects, projects... information technology".
At the same time, it is recommended to review the responsibility of the Ministry of National Defense and the Government Security Committee in protecting network security for information systems and in state management of network security in accordance with the authority, functions and tasks prescribed by law.
