According to the Department of Irrigation Construction and Management (Ministry of Agriculture and Environment), in the northern mountainous area, from now until the end of November 2025, the average storage capacity of reservoirs is expected to reach 89-100% of the designed capacity (DTTK). Provinces with expected reserve capacity: Dien Bien 89%, Son La 93%, Lao Cai 100%, Tuyen Quang 99%, Cao Bang 99%, Lang Son 96%, Thai Nguyen 98%. In the 2025 crop season, 633,700 hectares of rice and crops were planted in the area, and more than 480,700 hectares of rice and crops have been harvested.
In the Northern Midlands and Delta, it is forecasted to be about 91-100% of the average DTTK. In the 2025 crop season, 632,700 hectares of rice and crops were planted in the area, and more than 444,000 hectares of rice and crops have been harvested.
In the North Central region, currently, in the region where the 2025 Summer-Autumn crop has ended, the provinces have harvested about 292,000 hectares/296,000 hectares of rice (reaching 98.6% of the area). It is forecasted that by the end of November 2025, the average storage capacity of reservoirs will reach about 92% of DTTK (Thanh Hoa 98% Nghe An 99%, Ha Tinh 80%, Quang Tri 98%, Hue 99%). The Department of Irrigation Construction and Management believes that areas need to be on guard against flooding and waterlogging that causes damage to crops.

In the South Central - Central Highlands region, it is necessary to be on guard against flooding and inundation in November. Specifically, the South Central Coast region is currently planting a crop with a total area of about 86,600 hectares (58,700 hectares of rice and 27,900 hectares of vegetables).
In the Central Highlands region, with the 2025 crop, the total annual crop area is about 350 thousand hectares (including 125,000 hectares of rice and 225,000 hectares of other annual crops). Currently, the rice area has been harvested about 80%.
Southeast region: Currently, the region is in the rainy season, the average storage capacity of reservoirs by the end of November is forecast to reach about 95% of DTTK. With the current water reserve of reservoirs and the forecast rainfall in the coming time, the basic water source will ensure water supply for agricultural production in the 2025 crop. However, the area is at the peak of the rainy season, the water level on the Dong Nai river system is at risk of flooding in low-lying areas along the river.
