The Northwest and Viet Bac regions of the North (ie including Lai Chau, Dien Bien, Son La, Lao Cai, Phu Tho, Tuyen Quang, Thai Nguyen provinces) from the evening of October 7 to the morning of October 8 are forecast to have moderate rain, heavy rain and thunderstorms with common rainfall of 30 - 60mm, locally very heavy rain over 120mm.
Other places in the North and Thanh Hoa from the evening of October 7 to the morning of October 8 are forecast to have scattered showers and thunderstorms, locally heavy rain with common rainfall from 10 - 30mm, locally over 60mm.
Warning of the risk of heavy rain over 100mm in 3 hours. During thunderstorms, there is a possibility of tornadoes, lightning, hail and strong gusts of wind.
The meteorological agency forecasts that from the afternoon of October 8, heavy rain in the Northwest and Viet Bac regions of the North will decrease.
The warning level of natural disaster risk due to heavy rain, tornadoes, lightning, and hail is level 1.
Heavy rain is likely to cause flooding in low-lying areas, urban areas, industrial parks; flash floods on small rivers and streams, landslides on steep slopes.
Warning of particularly large floods on Cau River
Regarding the hydrological situation, currently, floods on Cau River, Thuong River, Luc Nam River (Bac Ninh) are rising rapidly; water levels of other rivers in the North and Thanh Hoa are rising.
The water level at 2:00 p.m. on October 7 on the rivers is as follows:
On the Cau River at Gia Bay station is 28.87 m, 0.06 m higher than the historical level in 2024 (28.81 m); at Dap Cau station is 5.24 m, 0.06 m below alert level 2.
On Thuong River at Cau Son station 16.40 m, above alert level 3 is 0.4 m; at Phu Lang Thuong station 5.95 m, below alert level 3 is 0.35 m.
On the Luc Nam River at Luc Nam Station 5.29 m, at alert level 2.
On the Thai Binh River (Hai Phong) at Pha Lai station at 4.10 m (1:30 p.m. on October 7), above alert level 1, it was 0.10 m.

Warning from this afternoon (October 7) to October 9, floods on rivers in the Northern region and Thanh Hoa will continue to rise. During this flood, the flood peak on the Thai Binh River (Hai Phong) will increase to alert level 2 - alert level 3; the flood peak on the Thao River (Lao Cai), Lo River (Tuyen Quang), Hoang Long River (Ninh Binh), and the upstream of the Ma River (Thanh Hoa) will increase to alert level 1 - alert level 2, with some rivers above alert level 2.
Widespread flooding in the provinces of Thai Nguyen, Bac Ninh, Lang Son, Cao Bang; risk of flooding in low-lying areas along rivers, urban areas in the Northern region and Thanh Hoa; risk of riverbank and river dike landslides, risk of flash floods on rivers and streams and landslides on steep slopes in the mountainous areas of the Northern region and Thanh Hoa.

The warning level of natural disaster risk due to floods is level 3. Floods on rivers cause flooding in low-lying areas along rivers, affecting activities such as waterway transportation, aquaculture, agricultural production, people's lives and socio-economic activities.
The meteorological agency noted that forecast and warning information is calculated at the expected regulation level of discharge from upstream reservoirs. The Hydrometeorological Agency will update bulletins when there are changes in the discharge flow of reservoirs.
