Before Typhoon No. 3 (Wipha) officially made landfall, on the morning of July 21 at Cua Lo beach, despite strong winds and rain, many tourists still calmly went swimming.
In the area near Binh Minh Square, a group of visitors from the North after participating in the team‐building boldly went to sea, most of them not wearing life jackets.
Although Cua Lo ward issued a notice prohibiting swimming from 8am the same day to ensure safety, the rescue force still had to continuously use the horn, asking people to go ashore.

A rescue worker in Cua Lo said that although he repeatedly used the horn to remind tourists to urgently go ashore, some tourists continued to swim. They explained that the storm had not yet arrived, so they asked to bathe near the shore because they had just arrived in Cua Lo.
Mr. Tran Tuan Anh - Director of the Center for Rescue and Natural Disaster Prevention of Cua Lo Ward - said that the ward has banned swimming in the sea since 8:00 a.m. on July 21 and called on everyone to raise their awareness of self-protection, follow rescue instructions, and not go to sea when there are natural disaster warnings.

Previously, in mid-June 2025, when storm No. 1 made landfall, more than 20 people swimming in Cua Lo were swept away by deep waves, luckily the rescue forces and local people promptly brought them ashore, and provided first aid successfully, causing no casualties.
