According to the National Center for Hydro-Meteorological Forecasting, this morning (October 31), cold air has affected the Northeast region and some places in the Northwest region. The Northern region has had rain. At Bach Long Vi monitoring station, there are strong northeast winds of level 5, sometimes level 6.

On the day and night of October 31, the cold air will continue to be strengthened, expanding the area affecting the North Central region and the Northwest region, then affecting the Central Central region. On land, strong northeast winds of level 2-3, coastal areas of level 3.

Due to the influence of cold air combined with disturbances in the easterly wind zone, there will be rain in many places in the Northern region.

The North and North Central regions are cold, some mountainous areas of the North are cold. The lowest temperature in this cold air mass is generally from 18 - 21 degrees Celsius, in the mountainous areas of the North, some places are below 17 degrees Celsius. The cold weather can affect health, especially for the elderly and children.

The Hanoi area will have rain and cold weather. The lowest temperature in this cold air mass is generally 19 - 21 degrees Celsius.

The meteorological agency has forecasted the temperature in detail for the next 2 days.

Day and night on October 31, the North and North Central regions will have the lowest temperature of 18 - 21 degrees Celsius, mountainous areas below 17 degrees Celsius; average temperature of 21 - 23 degrees Celsius, mountainous areas below 20 degrees Celsius.

Day and night on November 1, the North and North Central regions will have the lowest temperature of 18 - 21 degrees Celsius, mountainous areas below 17 degrees Celsius; average temperature of 20 - 22 degrees Celsius, mountainous areas below 20 degrees Celsius.

The area from Nghe An to Quang Ngai is likely to have heavy rain, locally very heavy rain and thunderstorms due to the influence of the strengthening cold air combined with disturbances in the high-altitude easterly wind zone.

Thunderstorms accompanied by tornadoes, lightning, hail and strong gusts of wind can affect agricultural production, break trees, damage houses, traffic works and infrastructure.
Heavy rain is likely to cause flooding in low-lying areas; flash floods on small rivers and streams; landslides on steep slopes; heavy rain in a short period of time causing flooding in urban areas and industrial parks.

At sea, the Gulf of Tonkin has strong northeast winds of level 5, sometimes level 6, gusting to level 7-8, rough seas, waves 1.5 - 2.5 m high.The North East Sea area (including Hoang Sa special zone) has strong northeast winds of level 6, gusting to level 7-8, rough seas, waves 2-4 m high.
Strong winds, gusts and large waves at sea are likely to affect the operation of ships and other maritime activities.
