The circulation after storm No. 11 caused a prolonged heavy rain in the Northern provinces, leading to a historic flood that caused serious damage. A quick report from the Department of Dyke Management and Natural Disaster Prevention and Control shows that as of the evening of October 8, at least 13 people had died and gone missing, 7 people were injured, and tens of thousands of houses were submerged in water.
Of which, Thai Nguyen province suffered the most damage with 4 deaths and 2 missing people due to flood. In Cao Bang and Thanh Hoa provinces, landslides and floods have claimed the lives of 4 people and left 1 person missing. Bac Ninh province also recorded 2 people missing due to flood swept away and 1 person died due to lightning.
The search and rescue of missing victims is still being urgently deployed by the authorities in the complicated weather and floodwaters.
In particular, heavy rain, some places up to over 120mm such as in Cat Ba (Hai Phong), caused the water level on the rivers to suddenly rise. In particular, floods on the Cau and Thuong river systems have reached "especially large" levels.
At Gia Bay station (Thai Nguyen) on the Cau River, the water level has peaked at 29.90m, surpassing the historical record by 1.09m. Similarly, in Huu Lung (Lang Son), the flood peak on the Thuong River is 24.31m, 1.77m higher than the historical mark. Although the water level at these flood peaks is decreasing slowly, it is still very high, continuing to cause serious flooding in downstream areas.
Floods have submerged nearly 17,000 homes, isolated more than 1,600 others and severely damaged 710 units. Tens of thousands of hectares of rice and crops were flooded, hundreds of thousands of livestock and poultry died and were swept away, causing great damage to agriculture.
The flood also caused the broken dam of Bac Khe 1 (Lang Son). Fortunately, the incident was discovered in time, and local authorities safely evacuated 803 households before the dam broke down.
The traffic system was seriously affected with 66 locations on national highways being eroded and deeply flooded, causing congestion. The Hanoi - Dong Dang railway line has had to temporarily suspend operations. Many provincial roads and rural traffic were completely cut off.
Faced with the urgent situation, the Prime Minister and Deputy Prime Ministers directly led 4 working groups to the "hot spots" of Thai Nguyen, Bac Ninh, Cao Bang and Lang Son to direct the recovery work.
On October 8, the Prime Minister signed a decision to provide emergency support of VND 140 billion to these 4 localities to provide relief to the people. The National Steering Committee for Civil Defense has also issued an urgent dispatch requesting localities to proactively respond to the development of especially large floods.
Currently, localities are continuing to review and count the damage and focus all resources to search for missing people, support people and soon overcome the consequences of floods.

Consecutive storms No. 8, 9.10 (Bualoi) and floods caused by the storm have killed, left missing, and injured 165 people; many houses and production and business establishments have had their roofs blown off and suffered heavy damage. People across the northern mountainous provinces and the central provinces are struggling to cope with floods and heavy losses in human lives and property due to floods and thunderstorms.
