Applicable to the Public Security of units and localities; officers, non-commissioned officers, and soldiers of the People's Public Security performing the task of inspection of industrial emissions; agencies, organizations, and individuals related to industrial emission inspection activities of the People's Public Security force.
Accordingly, the responsibilities of officers and units managing officers of industrial emission inspection are specifically regulated.
Must comply with the industrial emission inspection process prescribed in this Circular; ensure that industrial emission inspection equipment and means are assigned to operate normally, stably and are certified or inspected according to the provisions of the law on measurement;
Take measures to overcome or limit the impact according to the manufacturer's instructions or recommendations; fully implement the quality control and quality assurance process;
Resignation to collect samples and measure industrial emissions at the site when the vehicle or equipment does not meet technical requirements as prescribed, the location of operation at the site is not safe or there are no measures to ensure safety for the staff;
In addition, it is necessary to be responsible for the use of means, equipment, methods, procedures for industrial emission inspection and the results collected by means, equipment, and methods for industrial emission inspection.
The Circular also stipulates that in case the industrial emission inspection unit under the People's Public Security force does not meet the requirements on professional capacity conditions, vehicle and equipment conditions, it will use a coordinating unit outside the Public Security sector.
The coordinated unit must have a certificate of eligibility for environmental monitoring services that is still valid with the parameters that need to be inspected.
In case of selecting a coordinating unit that meets the requirements for industrial emission inspection, a list must be made with the capacity profile of that unit and approved by the leader. Only use the coordinating unit on the list approved by the leader.
During the process of collecting samples and measuring industrial emissions at the scene, the unit under the People's Public Security must take the lead in implementing them.
The staff is assigned to analyze industrial gas samples based on the parameters and inspection methods to prepare appropriate equipment, tools, chemicals, and materials for analysis.
