The Ministry of Agriculture and Environment submitted a draft Decision of the Prime Minister stipulating the roadmap for applying national technical regulations on emissions of motorbikes and mopeds (motorbikes) circulating in Vietnam.
The time to start implementing the emission inspection of motorbikes in circulation is as follows:
From January 1, 2027, motorbikes will be circulating in the area of 2 centrally-run cities, including Hanoi and Ho Chi Minh City.
From January 1, 2028, motorbikes will circulate in the remaining 4 centrally-run cities, including Hai Phong city, Da Nang city, Can Tho city and Hue city.
From January 1, 2030 for motorbikes circulating in the remaining provinces and cities. Depending on the actual situation, these provinces and cities can regulate the application of the deadline earlier.
Assessing the policy impact, the Ministry of Agriculture and Environment said that the roadmap is basically appropriate.
However, the authorities also pointed out some negative impacts such as the roadmap that can cause social problems, causing reactions if there is a lack of financial support and communication policies to raise awareness especially for the disadvantaged and low-income people in the inner city when applied in Hanoi and Ho Chi Minh City early from January 2027.
When applied nationwide from 2030, the authorities also said that the policy could cause widespread pressure to convert vehicles, causing difficulties for people in areas with particularly difficult socio-economic conditions, remote areas if there is a lack of financial support policies, or difficulty in accessing inspection facilities due to terrain characteristics and population distribution.
Sharing about this issue previously with Lao Dong Newspaper, Mr. Nguyen Huu Tien - Deputy Director of the Department of Science, Technology, Environment and Construction Materials (Ministry of Construction) - said that in the coming time, when issuing a motorbike emission inspection, the amount of vehicles emitting large emissions may be eliminated. The authorities will also study policies for appropriate conversion.
The Ministry of Construction has issued regulations on green, clean vehicles - in which priority corridors are created for vehicles with low emissions operating in certain areas. On the contrary, vehicles that do not meet green standards will be restricted in the planning areas," said Mr. Tien.
The Hanoi People's Committee also informed that there will be a program to change vehicles, support vehicle changes, and reduce loan prices, so that people in low-emission zones can basically use electric vehicles, not gasoline vehicles anymore. At the same time, the city will have a plan to work with car manufacturing companies in the spirit of the state, businesses and people working together because this is a common responsibility, only then can it be clean.
