On November 15, Mr. Nguyen Hoang Giang - Chairman of the People's Committee of Quang Ngai province - decided to award certificates of merit to 10 collectives and 2 individuals with outstanding achievements in rescue work, 3 people drifted for nearly 48 hours through the sea storm and miraculously survived.
At the request of the Chairman of the People's Committee of Ly Son Special Zone and the submission of the Director of the Department of Home Affairs, the Provincial People's Committee decided to award certificates of merit from the Provincial Chairman to 10 collectives, including: Quang Ngai Provincial Port Management Board; crew and crew of An Vinh Express; crew and crew of Hoa Binh Super-fast ship; crew and crew of the SUPER ship in the East Sea; crew and crew of the Hai Nam 39 ship (Quang Ninh province); crew of the QB-92198-TS ship (Quang Tri province); crew and crew of the Thanh Tam ship (QNg 0035-VT); Division 372, Air Defense - Air Force; crew of the BP-09.19.01 Border Guard ship (Quang Ngai province); and Quang Ngai Seaport.
The two individuals receiving certificates of merit from the Chairman of the People's Committee of Quang Ngai province are Mr. Le Thanh Hung - Vice Ship of An Vinh Express, and Mr. Nguyen Thai Son - Deputy Head of Ly Son Border Guard Station.
Particularly for the two special cases of Mr. Phan Duy Quang and Mr. Le Van Sanh, the People's Committee of Quang Ngai province proposed that the Central Government consider a form of worthy reward for the brave act of saving people of these two "heroes".
In parallel with the decision to reward this time, Mr. Nguyen Van Huy - Chairman of Ly Son Special Zone People's Committee - said that he will continue to review the collectives and individuals participating in the rescue and relief of the 3-man miraculously escaped death case to receive timely rewards, not leaving behind those who deserve it.
As reported by Lao Dong Newspaper, at around 3:00 p.m. on November 6, Mr. D.Q.C (44 years old, residing in Tay An Vinh village) went to the Ly Son port area to jump into the sea due to family conflicts. At this time, storm No. 13 is about to make landfall in Quang Ngai, with big waves and strong winds.
Seeing that, Mr. Le Van Sanh (37 years old, residing in Tay An Hai village) and Mr. Phan Duy Quang (47 years old, residing in Tay An Vinh village) used a basket to rescue him. However, due to strong waves and strong winds, all 3 people were swept away far away and could not return to shore.
After receiving the news, the authorities and the Border Guard Command of Quang Ngai province mobilized rescue ships to search for missing people.
At 8:44 a.m. on November 8, Mr. Phan Duy Quang was floating at sea when he was rescued by a cargo ship.
Next, at 4:05 p.m. on November 8, the An Vinh passenger ship and the fishermen rescued Mr. Le Van Sanh.
Also on the afternoon of November 8, Mr. D.Q.C was rescued by a fishing boat in Quang Binh.
Mr. Le Van Sanh and Mr. Phan Duy Quang are currently civil servants and employees working at the Ly Son Port Management and Exploitation Department under the Quang Ngai Provincial Port Management Board.
