The project to build the Hue City Information Technology Center building cannot continue construction because the investor is carrying out procedures to select a new contractor to replace the old contractor consortium that was terminated because it did not meet the requirements for progress and project implementation capacity.
The project was approved for investment policy by the People's Committee of Thua Thien Hue province (now Hue City) in 2021 and adjusted in 2025. The project is built on a land area of 3,569 m2 in Thanh Thuy ward, invested by the Hue City IT Center, with a total investment of about 50.5 billion VND.
In which, package No. 12 includes the construction and equipment part of phase 1 with a bidding price of nearly 41 billion VND, including working blocks, security houses, two-wheeled parking garages and technical systems and construction equipment.
In December 2023, the joint venture of Cong Thanh Construction Development Investment JSC and Hoang Nhat Phat Trading Co., Ltd. was selected to win the bid with a price of nearly 34.6 billion VND, implementation time until June 30, 2025.
However, the implementation process did not ensure progress. After implementing about 44% of the contract volume, including the incurred part, the main contractor, Cong Thanh Company, was determined to no longer have sufficient financial capacity to continue construction. On July 18, 2025, Hue City IT Center issued a decision to terminate the contract with this contractor consortium.
By the time the contract was terminated, the investor had disbursed nearly 18.68 billion VND, equivalent to about 54% of the contract value. Of which, more than 70% is the value of the completed volume accepted, the rest is the advance payment. Two enterprises in the joint venture were also penalized for violating the progress, disclosing information on the National Bidding Network System and confiscating more than 1 billion VND of contract implementation guarantee money.
After terminating the contract with the old joint venture, the investor organized a re-bidding for the remaining work. Currently, package No. 16, including the construction and equipment part that has not been implemented of package No. 12, has completed the bidding opening step.
This bidding package has an estimated price of 26.5 billion VND, and a bid security value of 700 million VND. According to the National Bidding Network System, there are 3 joint ventures participating in the bidding. Among them, the joint venture with the lowest bid price after the price reduction is 23.78 billion VND; the remaining two joint ventures bid more than 24.36 billion VND and 25.59 billion VND respectively.
