The An Tuong Riverside Urban Area project was approved in principle by the People's Committee of Tuyen Quang province in Decision No. 288/QD-UBND dated July 22, 2020 with a total investment of more than 538 billion VND on an area of 21.59 hectares.
By mid-May 2021, the People's Committee of Tuyen Quang province issued Decision No. 238 approving the investor including the consortium of Videc Group Joint Stock Company and Quy Hai Phat Investment Company Limited.
As of early December 2024, the infrastructure construction at the project has not yet been completed. Some internal roads have just been paved with crushed stone, while the drainage system is unfinished and there is no lighting. There are only a few workers at the construction site.
For most of the people in An Tuong ward, when mentioning this urban area, they can only sigh, because before, this area was fertile alluvial land, very good for growing short-term crops. But now it has been leveled to divide into lots and sell land.
"My family has more than 2 sao of land that is subject to recovery. We will be compensated, but if we lose the land, we will lose our livelihood in the long run. It has been many years but the urban area has not been completed yet," said Ms. Lien (An Tuong ward).
After running out of arable land, Ms. Hoa and her husband (An Tuong ward) switched to raising buffalo for meat. Every day, the herd of nearly 20 buffaloes is still herded into vacant lots in the project to graze.
"The land has been reclaimed, I also hope the project will be completed soon, the urban area will be neat and tidy, if it is left like this it will be messy, this year-end season is dry, dust from the construction site will be blown into the house by the wind every time a truck passes by," Ms. Hoa worried.
According to information from the Department of Natural Resources and Environment of Tuyen Quang City, the project has been handed over land to build infrastructure systems.
"Some commercial land plots have not yet been handed over. In 2023, the project had a period of interruption in construction to complete some procedures according to legal regulations," said a representative of the Department of Natural Resources and Environment of Tuyen Quang City.
It is known that this is one of the urban areas identified to need to accelerate the implementation progress to contribute to helping Tuyen Quang City meet the criteria of a type I urban area and a smart urban area in the coming period.
