There have been many opinions suggesting increasing the regime and support policies for non-professional workers due to the current low monthly allowances for non-professional workers at the commune level, in villages and residential groups, so the subsidy level for these subjects is redundant due to the arrangement of administrative units at the commune level.
For example, delegate Nguyen Thi Quyen Thanh proposed that the Ministry of Home Affairs advise the Government to consider supporting non-professional workers at the commune, village and residential group levels to enjoy the regime equal to 2 times the prescribed subsidy level; at the same time, provide additional support for each year of work equal to 3 months multiplied by 2 times the current subsidy level, with a maximum period of no more than 60 months.
There are also many opinions suggesting that, in addition to the monetary support policy, the most fundamental thing is vocational training and job conversion for part-time workers who quit their jobs. Having a new job with a new stable income is a long-term solution for part-time workers who quit their jobs.
The thoughts and aspirations of the non-professional workers, the advice of the Ministry of Home Affairs and National Assembly deputies, and the proposals of National Assembly deputies have been recognized, considered and directed by the Central Committee.
For young, enthusiastic, well-working, and aspirational part-time workers, they can participate in working in villages and residential groups.
Wards and communes still need non-professional people to solve many problems in the area, stick with the people and support the people. Therefore, commune-level leaders need to consider and select capable and experienced people to arrange work in places with real demand.
