Ms. Dang Thi Minh (character's name has been changed - born in 1998) - Deputy Secretary of the Commune Youth Union in a district of Lao Cai province - shared that when receiving the notice, the commune will streamline the position of non-professional workers; including the position she is holding.
After graduating from the Trade Union University, Ms. Minh did not choose to stay in the city or find high-paying job opportunities. She returned to her hometown - a mountainous commune with more than half of her population being ethnic minorities - to work in the Youth Union. An active, lively person and a prestigious person among local youth, she was elected Deputy Secretary of the Commune Youth Union at the age of 23.
"Every time I go to mobilize young people, see them listen, not drop out of school, or take "check-in" photos in blue shirts before the military service day, I think, this is my youth" - Ms. Minh confided.
For nearly 4 years, Ms. Minh has been the "first to the last" in most of the movement activities. From anti-ruption campaigns, school drug prevention, to spring cultural exchanges... everyone was there for her.
However, with an allowance of about 3 million VND/month, it is not enough for her to cover her living expenses. Ms. Minh had to make ends meet by selling clothes online, receiving goods home quickly, livestreaming every night to earn extra income.
"I understand the general policy of streamlining and streamlining to be effective. But I still hope that those who have truly contributed like me, like many other young colleagues, will be recognized to have the next path, or receive higher support to be ready to find a new job" - Ms. Minh confided.
Ms. Minh's concern is one of many concerns of part-time workers in the communes. Many people have been attached to different jobs in the locality for a long time, but it is likely that they will have to stop operating due to the arrangement of the apparatus and merger of administrative units.
Discussing the draft Law on Organization of Local Government amended at the National Assembly on the morning of May 14, National Assembly delegate Nguyen Thi Quyen Thanh (Vinh Long Delegation) said that in the past, the regime and policies to support part-time workers at the commune level who are redundant due to merger have been an issue of concern for many people.

In order to facilitate the settlement of policies for part -time activists at the commune, village and residential group, according to the Conclusion of the Politburo's 137th in 2025, the Secretariat, and delegate Quyen Thanh proposed the Ministry of Home Affairs to advise the Government to consider supporting amateur operating activists at the commune, village and residential level to enjoy the regime with 2 times the subsidy level as prescribed.
Along with that, it is necessary to support the additional regime for each year of work with 3 months multiplied by 2 times the current allowance level, the maximum period is not more than 60 months. At the same time, supplement training and career conversion regimes for part-time workers who quit their jobs.
According to female delegate Nguyen Thi Quyen Thanh, after the arrangement, it is expected that more than 120,000 non-professional workers at the commune level will have to stop working, so I hope the Ministry of Home Affairs will advise the Government to soon have policies for this group.
