Discussing at the morning group on October 26, delegate Tran Quoc Tuan (Tra Vinh delegation) proposed that the National Assembly and the Government focus on directing the inspection of doctoral training and conferring scientific titles of professor and associate professor to ensure real quality and not cause negative impacts on today's society.
Delegate Tran Quoc Tuan suggested: "Voters think, besides this case (Vuong Tan Viet), how many other similar cases exist? Where are those fake PhDs? What have they been doing, and have they negatively affected the operations of state agencies or the development of the social community? This issue needs to be directed, inspected, and reviewed by the National Assembly and the Government soon."
There are two questions: "how many more similar cases are there" and "where are the fake PhDs?"
It is difficult to count how many "incubator" PhDs, who do not study seriously but use connections to get a PhD degree. However, it must be affirmed that there are many fake PhDs.
Where are the fake PhDs? The schools and institutes that train PhDs know where the fake PhDs are.
They are in schools and institutes with high degrees but no real education. They are holding management positions in agencies and units. There are also many people who get doctorates just to "decorate" and fool people. They know their degrees are fake, the person who gave them the degrees knows they are fake, the world also knows they are fake, but the lies still exist openly.
Not only doctoral degrees, delegate Tran Quoc Tuan also proposed that the National Assembly and the Government focus on directing and inspecting the work of conferring the titles of professor and associate professor to ensure real quality and not cause negative impacts on society.
This proposal is worth considering.
So how to check?
First of all, those who have evidence and discover cases of fake PhDs, "super-fast" PhDs, and "plagiarism" must proactively report them. The responsible agencies are the universities and the Ministry of Education and Training, which must clarify, handle the situation decisively, and revoke the degrees.
Only by taking action and exposing fake degrees one by one can we eliminate the problem of fake PhDs. That is the answer to voters.
The country is entering a new era, needing a force of real, talented and dedicated scientists. Those who use "incubator" degrees, are both incompetent and deceitful, cannot be the pillars of the country, cannot be the "vital energy of the nation".
