Discussing the socio-economic situation, delegate Tran Quoc Tuan (Tra Vinh delegation) proposed that the National Assembly and the Government focus on directing the inspection of doctoral training and conferring scientific titles of professor and associate professor to ensure real quality and not cause negative impacts on today's society.
According to the delegate, recently there has been an unexpected social phenomenon, which is the case of the monk, abbot, and abbot of Phat Quang Pagoda in Ba Ria - Vung Tau province, Mr. Vuong Tan Viet (Venerable Thich Chan Quang), who used an illegal high school diploma but later still obtained a university degree and doctorate.
Delegates questioned how he had registered and been awarded two university degrees and a doctorate. Both university degrees were from the distance learning and work-study system.
Delegate of Tra Vinh delegation said that the use of fake high school diplomas was only exposed on social networking sites and not verified by the inspection and examination agencies of the education sector.
This shows that the management and training of university and doctoral degrees of some of our higher education institutions need to be given more attention.
According to the delegate, this reality has made many voters wonder and worry about the reputation and quality of degree training in the current education sector.
"Voters think, besides this case, how many other similar cases exist? Where are those fake PhDs? What have they been doing, and have they negatively affected the operations of state agencies or the development of the social community? This issue needs to be directed, inspected, and reviewed by the National Assembly and the Government soon," the delegate suggested.
Previously, according to the verification results of the Ministry of Education and Training, Mr. Thich Chan Quang used an illegal high school diploma. Mr. Thich Chan Quang also admitted this and voluntarily handed over the diplomas for handling according to regulations.
Speaking to Lao Dong Newspaper earlier, Associate Professor Dr. Nguyen Thi Kim Ngan - Head of the Postgraduate Training Department (Hanoi Law University) said that, in response to the request of the Ministry of Education and Training, Hanoi Law University is carrying out legal procedures to cancel the results and revoke the degrees granted to Mr. Thich Chan Quang in accordance with the provisions of law.
"After the incident, Hanoi Law University held a meeting to review and evaluate the implementation of training regulations to continue improving the process, enhancing training quality and avoiding similar cases" - Associate Professor, Dr. Nguyen Thi Kim Ngan affirmed.
According to Hanoi Law University, before applying for a PhD, Mr. Vuong Tan Viet graduated with a bachelor's degree in English in 2001 from the University of Foreign Languages (now Hanoi University); and graduated with a bachelor's degree in law in 2019 from Hanoi Law University (second degree, part-time program).
After that, Mr. Thich Chan Quang did his PhD and completed his training program at Hanoi Law University. On December 9, 2021, the PhD student successfully defended his thesis at the university level; on March 17, 2022, the PhD student was awarded a doctorate degree.
