More importantly, it is in the period of converting the local government model from 3 levels to 2 levels, streamlining the apparatus, improving the effectiveness and efficiency of serving the people, but in Soc Son, many dossiers of people are delayed, late and prolonged, and legitimate rights are affected.
More notably, the shortcomings are not due to "lack of mechanisms" but are clearly identified as violating regulations and directions of the Central Government and the city. When laws and procedures are in place but dossiers are still "soaked", it is impossible to cite circumstances to justify the stagnation.
The list of officials and civil servants named in the inspection conclusion shows that responsibility does not only stop at one individual, but many people in different positions.
This reflects a worrying reality, which is the lack of coordination and sense of responsibility in a chain of administrative procedure resolution. Each stage is one day late, people have to wait another week; each signature is delayed, and people's rights continue to be suspended.
Therefore, the inspection of "where is the delay, who is in charge" is not only a professional requirement but personal responsibility must be specifically defined, not dissolved in the collective.
Publicizing the names of officials causing delays is a right and necessary step. Publicizing is not to defame but to create responsibility pressure and give people the right to supervise.
When people know clearly who is in charge of their dossiers, they have a basis to monitor, reflect and request handling if violations continue. Transparency is the most effective "vaccine" to prevent indifference and inattention in performing official duties.
The proposal of the inspection team to the Chairman of Hanoi People's Committee, from verifying and handling wrong dossiers, reviewing collective and individual responsibilities, to requesting citizen apologies, shows that the consistent viewpoint is that reform is not only about rearranging focal points, but must go to the end with discipline, order and service attitude.
Other localities need to refer to the approach of the Hanoi People's Committee, proactively inspect and supervise the activities of wards and communes; promptly naming and handling stalled officials is the way to protect the prestige of the government and strengthen people's trust.
Administrative reform will become meaningless if dossiers are still lying on the table, while people are waiting wearily.
No one is allowed to let their own delays become a price that people have to bear.
