Multiple growth indicators
With the efforts of the entire political system, the support of people and businesses, administrative reform and digital transformation, Project 06 of Hanoi has had positive, substantive and effective changes that have been supported and recognized by the Central Government, people and businesses.
Vice Chairman of Hanoi People's Committee Ha Minh Hai said that Hanoi's administrative reform index (PAR Index) has always been in the top 10 in recent years. Especially in 2022 and 2023, the city's PAR Index ranked 3rd out of 63 provinces and cities directly under the Central Government, up 7 places compared to 2021.
The city's satisfaction index of people and organizations with the service of state administrative agencies (SIPAS index) reached over 80% for the 5th consecutive year, up 9 places in 2023 compared to 2022, ranked in the group of centrally-run cities with high satisfaction index. The result of Hanoi's Provincial Competitiveness Index (PCI) in 2023 reached 67.15 points, ranked 28th out of 63 provinces and cities - up 0.41 points.
However, many contents and criteria of the PAR Index, SIPAS, PCI... have not been effective, have not met the requirements and expectations of people and businesses. Contents related to economic development policies, environmental governance, land access, receiving and handling feedback and recommendations have low indexes.
There are still cadres, civil servants and public employees with inappropriate communication and behavior, causing resentment among citizens, especially in some areas such as investment, construction licensing, construction order management, and issuance of land use right certificates...
Vice Chairman of Hanoi People's Committee Ha Minh Hai said that the city People's Committee continues to focus on innovation in leadership, direction, and administration and is close and decisive in action.
Implementing the policy of the Central and City Party Committee, the City People's Committee has submitted to the People's Council for approval and passed the project on decentralization and delegation of authority in state management with the viewpoint that the level closest to the people and businesses, and which best performs for the people and businesses, will be assigned to that level for implementation.
Thereby, many administrative procedures have been reduced and restructured; many work contents have been decentralized and delegated to levels and sectors for direct handling, contributing to promoting administrative reform, reducing intermediate levels, promptly meeting the needs, and better serving the people and businesses in the area.
Areas that can be mentioned include land valuation; public asset management; administrative procedures in the fields of environment, industry and trade, labor, employment, urban management...).
Analyzing the results of the PAR Index and SIPAS of Hanoi, Director of the Department of Administrative Reform (Ministry of Home Affairs) Pham Minh Hung said: Regarding the SIPAS index, in 2017, Hanoi reached 76.53%, ranked 45/63, in 2023 it reached 83.57%, ranked 21/63.
Hanoi's PAR Index in 2023 reached 91.43%, ranking 3rd out of 63 provinces and cities. The three best ranking years were 2017, 2018, 2019, all ranked 2nd out of 63 provinces and centrally-run cities; 2021 ranked 10th out of 63; and the year with the biggest increase in rank was 2022, up 7 ranks, ranking 3rd out of 63.
Mr. Pham Minh Hung made some recommendations on solutions to improve the indicators. In particular, it is necessary to rectify the situation of shifting responsibility and lack of responsibility; administrative reform needs to be implemented synchronously and drastically, closely following the central government's instructions, prioritizing key and urgent tasks;
Enhance publicity and transparency in state management activities; enhance discipline and order; enhance the effectiveness of building and implementing policies that people are interested in; in particular, innovation is needed and Hanoi needs to pioneer in piloting new and effective models and methods.
Immediately replace people who do not have a service attitude and mindset.
Vice Chairman of Hanoi People's Committee Ha Minh Hai requested localities and units to synchronously deploy solutions, with the motto of action: "One goal, Three principles, Six efforts" in the spirit of "New vision, New thinking, Global", "Capital thinking, Hanoi action".
Localities and units need to unify their awareness of the position and role of administrative reform, digital transformation, and Project 06. These are the most important breakthroughs, aiming to build a service-oriented administration with the motto "Civilized - Modern - Professional - Transparent - Streamlined - Effective - Efficient".
People and businesses are the center of service, efficiency is measured by people's satisfaction. We can only take shortcuts, develop quickly and sustainably through science and technology, innovation, administrative reform, and digital transformation.
Along with the proactiveness and innovation according to the motto "Seven Dare" of the members of the City People's Committee and the heads of localities and units, it is also necessary to handle and immediately replace cases of violations, incompetence in performing tasks, and lack of spirit, attitude, and mindset to serve.
Along with that, strengthen digital transformation, transparency and accountability, and implement work-solving processes according to the motto "Four no's, Three clear, One consistent".
"Units and localities need to evaluate and clearly identify what has been achieved, what has not been achieved, which unit or individual is responsible, and at the same time propose specific solutions to overcome them in the coming time.
In particular, it is necessary to do a good job of communication to promote the achieved results and improve the image of the government in the eyes of the people and businesses," Mr. Ha Minh Hai emphasized.
According to Deputy Minister of Information and Communications Pham Duc Long, from the pioneering and successful examples of Hanoi, some lessons can be drawn to more effectively implement administrative reform, digital transformation and Project 06.
In particular, leaders at all levels need to be pioneers and exemplary, according to their functions and tasks; must directly implement, understand and from there be able to direct the rapid promotion and successful implementation of administrative reform and digital transformation in their units and localities.
At the same time, implement the motto "clear goals, clear people, clear work, clear time, clear responsibilities, clear products, clear results".
Especially regarding digital transformation, it is necessary to clearly define the target that 70% of digital transformation work is mainly carried out by ministries, branches and localities. Therefore, the success of digital transformation depends mainly on the initiative of ministries, branches and localities.
At the same time, digital transformation requires finding and selecting an essential problem that has a widespread impact, solves existing problems, serves people, and from there confidently expands to other fields.
