In April, 6 units and 7 individuals were slow and delayed in handling administrative procedures and public services for 8 records.
Those 6 agencies include: People's Committee of Co Do district, Ninh Kieu district, Phong Dien town and Giai Xuan, Truong Xuan A, Thanh An communes. The 7 individuals named above belong to the above agencies and units.
Let's applaud the leaders of Can Tho city.
This is a way of doing things publicly and transparently, not only for agencies in the apparatus, but for the people. "People know, people discuss, people do, people check" is like that.
For a long time, people and businesses have come to state agencies to carry out administrative procedures and submit documents, but it is not known when they will receive the results. Especially for businesses, the documents are passed like passing the ball, the delay is prolonged, but no one is responsible.
With the way of Can Tho city, any agency or individual that is slow to handle administrative procedures will be publicly named, so everyone must be afraid and not dare to work in a corner.
Specific information on the work results of each cadre and civil servant in each agency and unit will help inspect, supervise, evaluate, classify, and even discipline. Publicity and transparency will limit and eliminate the situation of covering up weak officials.
The public disclosure of agencies and individuals who are slow to resolve administrative procedures is also the basis for assessing the quality of cadres, whether they complete their tasks or not.
Minister of Home Affairs Pham Thi Thanh Tra said: "In the coming time, there will be a separate decree on assessment, with KPI, data for assessment, taking work products as a measure, not a general determination". To qualitate, we must determine the job, implementation responsibilities, completion time, quality, and results of the work.
For agencies that do not complete their tasks, the head must take responsibility, that is the basis for scoring civil servant KPI.
The officials and civil servants responsible for handling administrative procedures and work assigned by the agency but do not complete their tasks will be " deducted KPI points".
According to the draft Law on Cadres and Civil Servants (amended), civil servants who are assessed to have failed their tasks for 2 consecutive years will be forced to quit their jobs. So, the civil servant KPI will be the basis for determining the level of completion, no longer a general determination.
Other localities need to refer to Can Tho's approach, every time agencies and individuals are late in handling administrative procedures, there will certainly be positive changes.
