Implementing KPI to assess civil servants will limit arising issues during the recruitment process

Sir, Minister of Home Affairs Pham Thi Thanh Tra said that she will apply technology, data analysis and KPI completion level to evaluate cadres and civil servants. How do you evaluate this content?

Mr. Le Quang Trung: Applying KPI to evaluate cadres and civil servants is necessary because it will qualify the work and evaluate the level of completion in each job position that cadres and civil servants perform. This is a specific, clear, public and transparent measure of work performance.

In addition, building and implementing KPI well will have a positive impact on the motivation to work, efforts and contributions of each cadre and civil servant, limiting arising issues in the process of recruiting, using and treating cadres and civil servants. This approach also ensures fairness, raising awareness, responsibility and linking rights with responsibilities when performing public duties.

What advantages and disadvantages do you find when applying KPI implementation for civil servants?

Mr. Le Quang Trung: This is the time when we have many advantages to deploy the application of KPI for cadres and civil servants, perfect the legal system; information technology system and data related to cadres and civil servants; international experience...

However, when building and implementing requires us to pay close attention to the issue of building a KPI system suitable for each job position. This is an already complex, diverse, sensitive and specific field... so there needs to be appropriate methods and methods to implement KPI building.

In addition, it is necessary to continuously improve the information technology system and software to help update and evaluate monthly, quarterly, annual and ad hoc.

At the same time, raise awareness and consciousness in organizing the serious implementation of KPI at all levels, sectors and cadres and civil servants; promptly detect and handle problems arising from implementation.

In your opinion, what should cadres and civil servants do to "satisfy" the new requirements as at present?

Mr. Le Quang Trung: Cadres and civil servants must raise awareness, proactively continuously improve their professional qualifications, knowledge, techniques and technology - implement the motto of lifelong learning and training to meet the requirements of work and tasks; always be aware of complying with the law and the responsibility of cadres and civil servants.
