The Hanoi Department of Education and Training requested Minh Phu High School and the Soc Son Vocational Education - Continuing Education Center to coordinate with relevant units in Soc Son and Kim Anh communes to verify, clarify and strictly handle violations (if any).
At the same time, units and schools need to strengthen propaganda and education on ethics, lifestyle, behavioral skills, awareness of law compliance and school rules among students.
Reading the requirements of the Hanoi Department of Education and Training, there are no wrong sentences, but those are very "incubating" things when school violence occurs.
The phrases "clear-clear verification", "strict handling", "prosecution of education, ethics, lifestyle", "compliance with the law and regulations"... appear a lot in administrative documents, very correct but not really effective.

In the case of assaulting a classmate and confiscating the license plate, in addition to being beaten, the victim was also humiliated.
The instructions of the education sector seem to help limit school violence, but the regulations of the sector in handling cases are also limited, it cannot be different.
It can be seen that disciplinary measures have not been effective in educating individual students. According to Circular 19 issued by the Ministry of Education and Training last September, the highest form of discipline for students is to write self-review reports.
The draft decree amends and supplements a number of articles on administrative sanctions in the field of education published by the Ministry of Education and Training, collecting opinions, stipulating that students who insult or abuse teachers and classmates can be forced to temporarily quarantine or transfer to specialized facilities, and be fined from 5 to 10 million VND.
Even with the provisions of this draft decree, it is necessary to study and see if it is enough to create positive changes and limit school violence or not.
Education is not punishment, but there must be a form of punishment commensurate with the violation. Therefore, it is necessary to change and increase the level of discipline to be enough to educate students to damage.
In case of serious violations, with signs of crime, the investigation agency will intervene and have sufficient grounds to handle the case criminally.
